Adjustment to Chieng Khuong Border Gate planning asked to be accelerated

The Son La provincial Master Plan for the 2021–2030 period, with a vision to 2050, approved by the Prime Minister, sets targets of forming and developing the Long Sap International Border Gate Economic Zone and the Chieng Khuong International Border Gate Economic Zone in a multi-sectoral, multi-field direction.

These zones are expected to become commercial–service hubs and logistics centres of the province, with comprehensive and modern infrastructure, a favourable investment and business environment, and incentive and preferential policies, thus contributing to socio-economic development and safeguarding sovereignty and border security.

With the orientation to upgrade Chieng Khuong into an international border gate, the provincial Border Guard Command has implemented the preparation of a detailed plan for the border gate area as a basis for infrastructure investment meeting international border gate standards.

At present, the Command has conducted initial research and review of the current status of the border gate area and compiled relevant issues to serve as a basis for giving advice on subsequent steps in accordance with regulations.

At the same time, it has reported to the Border Guard High Command on the implementation of the Chieng Khuong Main Border Gate planning in Son La province; prepared Proposal No. 68/TTr-BCH dated January 8, 2026 on assigning tasks and allocating funds for implementing the project on partial adjustment of the planning, submitted to the provincial Department of Finance for appraisal and to the Son La provincial People’s Committee for approval in accordance with regulations.

This includes a report on the estimated budget for the partial adjustment of the general master plan of Chieng Khuong commune and a preliminary cost estimate for preparing the detailed plan of the Chieng Khuong Main Border Gate to serve as a basis for organising subsequent implementation steps.

In his concluding remarks, Hau requested the provincial Border Guard Command to closely coordinate with the commune and relevant departments and sectors to urgently review and finalise the partial adjustment of the general master plan and the detailed plan for the Chieng Khuong Main Border Gate.

Based on the plan, investment projects and infrastructure upgrades meeting the criteria of a main border gate should be promptly identified and proposed, with particular attention to the application of digital technologies and smart border gate models to enhance management efficiency.

The Department of Finance was tasked with advising the provincial People’s Committee on funding allocation for the preparation and adjustment of the plans to accelerate progress.

The Department of Construction was assigned to directly guide the provincial Border Guard Command and Chieng Khuong commune in strictly complying with legal procedures, striving to complete approval of the adjusted detailed plan before June 2026.
