Attending the session were Hoang Van Nghiem, member of the Party Central Committee, Secretary of the provincial Party Committee, head of the provincial Delegation of National Assembly Deputies; Thao Xuan Sung, former member of the Party Central Committee, former Chairman of the Vietnam Farmers’ Union, former Secretary of the provincial Party Committee, former Chairman of the provincial People’s Council; Hoang Van Chat, former Secretary of the provincial Party Committee, former Chairman of the provincial People’s Council; Nguyen Dinh Viet, Deputy Secretary of the provincial Party Committee, Chairman of the provincial People’s Committee; Cha A Cua, Deputy Secretary of the provincial Party Committee, Chairman of the provincial Vietnam Fatherland Front Committee; among others.
In his opening speech, Lo Minh Hung, Standing Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Council, emphasised that the first session of the provincial People’s Council takes place in the first year of implementing the Resolution of the 14th National Party Congress, the Resolution of the 16th provincial Party Congress, and serves as a pivotal year in implementing the five-year socio-economic development plan (2025–2030). The successful organisation of this first session will create a favourable foundation for the activities of the entire new term.
During the first session, the provincial People’s Council will hear reports from the provincial Election Committee on the results of the election of deputies to the 16th provincial People’s Council for the 2026–2031 term and the verification of deputies’ qualifications. It will also hear a report from the provincial Vietnam Fatherland Front Committee summarising voters’ opinions and recommendations collected during meetings with candidates for the 16th provincial People’s Council.
At the same time, the session will elect key leadership positions of the provincial government for the 2026–2031 term, including the Chairperson and Vice Chairpersons of the provincial People’s Council; heads of the People’s Council committees; establishment of the People’s Council committees for the 16th term; the Chairperson, Vice Chairpersons, and members of the provincial People’s Committee; and lay assessors of the provincial People’s Court and regional People’s Courts.
The session will also adopt resolutions on the working regulations of the 16th provincial People’s Council; the plan for organising regular sessions in 2026; and adjustments to staffing allocations for provincial administrative agencies in 2026 as stipulated in Resolution No. 613/NQ-HDND dated December 29, 2025.
