Investment plan for Moc Chau - Son La - Dien Bien expressway project discussed

A working delegation from Dien Bien province led by Le Van Luong, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People's Committee, on January 27 met with leaders of Son La province to discuss the investment plan for the CT.03 Expressway (Moc Chau - Son La - Dien Bien) project.

The Son La delegation included Nguyen Dinh Viet, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People's Committee; Nguyen Minh Tien, Vice Chairman of the provincial People's Committee; Dao Tai Tue, member of the Standing Board of the provincial Party Committee and Director of the Department of Construction; and leaders from other related departments and sectors.

According to the road network master plan for the 2021-2030 period, with a vision towards 2050, approved by the Prime Minister under Decision No. 1454/QD-TTg on September 1, 2021, and amended under Decision No. 12/QD-TTg on January 3, 2025, the Son La - Dien Bien - Tay Trang Border Gate Expressway is part of the main highway network linking Hanoi with the northwestern region. It will be a four-lane expressway running from Hanoi through Hoa Binh, Son La, and Dien Bien with a designed speed of 80-120 km/h. The Prime Minister has assigned the People's Committees of Son La and Dien Bien provinces as the main authorities for managing the construction of the Hoa Binh - Moc Chau - Son La - Dien Bien - Tay Trang Border Gate (CT.03) Expressway.

At the meeting, the consultant unit representatives from Son La and Dien Bien presented investment options for the CT.03 Expressway project (Son La - Dien Bien - Tay Trang Border Gate), covering the section in Dien Bien province, and others for the CT.03 Expressway (Moc Chau - Son La - Dien Bien), covering the section in Son La province.

The CT.03 Expressway (Moc Chau - Son La - Dien Bien) is expected to have a total length of approximately 180 km. Its starting point is at Km85+262.52, connecting with the existing Hoa Binh - Moc Chau Expressway section in Son La, meeting National Highway 43 at Van Son ward, Son La province. The endpoint is located at the boundary between Son La and Dien Bien provinces, in Son La’s Muong Bam commune, bordering Dien Bien’s Muong Lan commune.

The participants agreed on the connection point of the CT.03 Expressway, specifically the connection section between the two provinces of Dien Bien and Son La, which is expected to be located in Muong Lan commune (Dien Bien) and Muong Bam commune (Son La). The two provinces will enhance coordination, support, and information exchange to promptly remove difficulties and ensure the project is completed on time, linking Hanoi, Son La, Dien Bien, and the Tay Trang Border Gate.

On behalf of the Dien Bien working delegation, Luong appreciated the close cooperation between the two provinces in determining the connection point and route. He also expressed hope that the implementation of the expressway would create opportunities for comprehensive and sustainable cooperation between Son La and Dien Bien provinces, promoting stronger links between the northwestern region and other areas.

Speaking at the event, Viet emphasised that agreeing on the direction of the route and the boundary location would help speed up progress and ensure the project's consistency. Son La province is committed to focusing on investing in the Moc Chau - Son La - Dien Bien section during the 2026-2030 period, ensuring it is fully integrated with the section leading to the Tay Trang Border Gate. 

He urged the relevant departments of both provinces to quickly complete the procedures and submit the investment proposals for approval, expressing confidence that the cooperation between the two provinces would drive significant infrastructure development and economic growth for the entire northwestern region.
