Meeting looks into progress of Hoa Binh – Moc Chau expressway, preparation for CT.03 expressway

Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee Nguyen Dinh Viet chaired a meeting on March 20 to review the progress of the Hoa Binh – Moc Chau expressway project, particularly the section passing through Son La province, and to discuss preparations for investment in the CT.03 expressway (Moc Chau – Son La – Dien Bien border section).

The Hoa Binh – Moc Chau expressway project (the section passing through Son La) has a total site clearance length of approximately 34.4 km, with a construction length of about 32.3 km. Its total investment was initially 4.445 trillion VND (168.9 million USD) and later adjusted down to 4.418 trillion VND, with an implementation period from 2023 to 2028.

To date, site clearance has reached 27.58 out of 32.3 km, equivalent to 85.37%. In terms of construction, the project consists of three construction packages, scheduled for completion in 2028. As of March 18, total disbursement had exceeded 142 billion VND, or 4.09% of the contract value. Specifically, Package No. 26 has reached 17.8 billion VND; Package No. 27, 43.4 billion VND; and Package No. 28, 81.28 billion VND. However, progress remains slow due to insufficient clear land.

Regarding the preparations for investment in the CT.03 expressway, the provincial Transport Works Investment and Construction Management Board has basically completed the pre-feasibility study report. The dossier has been approved by the province’s internal appraisal council and is being further finalised for submission to competent authorities.

The 17 communes and wards along the route have largely agreed on the proposed direction while also suggesting minor adjustments at certain sections to minimise impacts on residential areas and landscapes, and enhance transport connectivity.

The meeting is held in a hybrid format.

Speaking at the meeting, the Chairman of the provincial People’s Committee requested the provincial Transport Works Investment and Construction Management Board to proactively coordinate with Van Ho and To Mua communes, as well as construction units, to accelerate site clearance, the arrangement of waste sites, resettlement areas, and access roads, ensuring the timely handover of cleared land to contractors.

At the same time, he called for strengthening manpower at construction sites and encouraging contractors to mobilise additional workforce and machinery, while developing detailed weekly and monthly schedules to ensure that the section passing through Son La province of Hoa Binh – Moc Chau expressway is completed no later than December 30, 2027.

Regarding the CT.03 expressway project, he urged the Management Board to promptly finalise the pre-feasibility study report, closely coordinate with ministries and central agencies to submit to competent authorities for consideration and approval of its investment policy, and proactively prepare all necessary conditions for project implementation immediately after approval.
