It is named after To Hieu to commemorate the loyal communist soldier who devoted his whole life to the Party's revolutionary cause and “sowed the seeds” of revolution in Son La, while educating the younger generations about revolutionary traditions. The project is an architectural highlight, a green space and a place for community activities in Son La city.
