To Hieu Garden was built on an area of 4,200 sq.m, with a total investment of more than 16 billion VND (613,144 USD). It is named after To Hieu to commemorate the loyal communist soldier who devoted his whole life to the Party's revolutionary cause and “sowed the seeds” of revolution in Son La, while educating the younger generations about revolutionary traditions. The project is an architectural highlight, a green space and a place for community activities in Son La city.

It also marks the transition from the three-tier to the two-tier local administration model. This new model will officially come into operation from July 1, 2025.
