Son La conference collects opinions on draft laws

On October 17, Hoang Thi Doi, member of the National Assembly (NA)'s Council for Ethnic Affairs, deputy head of the provincial Delegation of NA Deputies, chaired a conference to collect opinions from Son La province’s agencies and units on the draft Law amending and supplementing a number of articles of the Law on Property Auction and the draft Law on Archives (revised).

The provincial Delegation of NA Deputies holds a conference to seek opinions on draft laws.

The draft Law amending and supplementing a number of articles of the Law on Property Auction amends 25 articles and clauses, and has one new article. The promulgation of the law aims to further institutionalise policies and guidelines of the Party and State on developing asset auction services in accordance to the socialist-oriented market mechanism.

The draft Law on Archives (revised) includes nine chapters and 68 articles, an increase of two chapters and 26 articles compared to the 2011 version. Of these, there are 38 new regulations, 28 amended and supplemented, and two unchanged. The amendment of the Law is necessary to institutionalise the Party's guidelines and policies, ensure the synchronisation and uniformity of the legal system, promptly fix shortcomings and limitations in the current archive work, as well as meet national digital transformation requirements.

Participants stressed the need to clarify, amend and supplement principles of archival activities, State policies on archives, the value of archived documents; stipulate the authority to manage archival documents and archives database, the rights of organisations and individuals in archival activities; and regulate the granting of certificate of archival practice, State management responsibilities for archiving, and funding archival activities.

For the Law on Property Auction, it is necessary to consider adding auction assets such as license plates of cars and motorbikes; auction forms; detailed procedures for terminating operations of asset auction enterprises in case of dissolution or merger. They also stressed the importance of amending regulations in Article 54 of the 2016 version regarding the 20-year storage period for auction records and supplementing regulations on handing over and storing records when the asset auction organisation stops operating.

The provincial Delegation of NA Deputies collected opinions of delegates; and will research and synthesise them to serve discussions on these two draft laws at the National Assembly’s upcoming sixth plenum.
