Son La determined to achieve social and health insurance targets for 2025

Dang Ngoc Hau, Vice Chairman of the provincial People's Committee and deputy head of the Standing Board of the provincial Steering Committee for the development of social, health, and unemployment insurance participants, on February 26 chaired a conference to evaluate the activities of the Steering Committee in 2024 and set targets for 2025.

The meeting was attended by leaders of the provincial Party Committee's Information and Education, and Mass Mobilisation Board, the provincial Vietnam Fatherland Front Committee, departments, agencies, and district, township and city People's Committees.

In 2024, the Steering Committee proactively gave advice to the provincial Party Committee and the provincial People's Committee to successfully fulfill and exceed the social and health insurance targets. It also provided recommendations for issuing a letter from the Chairperson of the provincial People's Committee regarding supporting health insurance cards and mobilising organisations and individuals to purchase and donate 8,589 health insurance cards and 45 social insurance books to people in difficult circumstances and those affected by storms and floods, with a total value of over 2.2 billion VND (86,122 USD).

In 2024, 108 new units joined the insurance scheme, with 386 employees participating in compulsory social insurance, and 8,206 individuals participated in voluntary social insurance, raising the total number of social insurance participants to 171,582, representing 22.5% of the workforce, exceeding the target by 3,287. Health insurance participants totaled 1,273,539, fulfilling 100.4% of the target, with coverage reaching 97% of the population. About 114,550 people joined unemployment insurance, representing 15.0% of the workforce.

The collection of social, health, and unemployment insurance premiums amounted to nearly 3.16 trillion VND (123.7 million USD), reaching 119.2% of the target set by the Vietnam Social Security. Social insurance benefits were granted to 23,000 people, with a total cost of over 2.62 trillion VND, up 15.1% compared to the same period in 2023. Every month, pensions and social insurance allowances totaling over 190 billion VND were paid to 32,900 people. Health insurance claims were processed for 1,175,727 patient visits, amounting to more than 1 trillion VND.

The conference also announced Decision No. 105/QĐ-UBND, issued on January 14, 2025 by the Chairman of the provincial People's Committee, on the targets for developing social insurance and health insurance participants in 2025. The province aims for 23.4% participation in social insurance among the workforce and a health insurance coverage rate of 96.2% of the population.

At the conference, delegates focused on analysing and clarifying the difficulties and obstacles while proposing solutions to increase participation in social insurance and health insurance. These solutions included directing departments, sectors, and mass organisations at the district level to work directly with grassroots-level authorities to encourage participation in social and health insurance. Flexible strategies were proposed to encourage more participation and reduce fines for late social and health insurance premium payments. Additionally, they recommended integrating social and health insurance participation targets into the criteria for assessing cultural family status in annual evaluations at hamlets and residential areas, as well as enhancing social engagement in donating social insurance books and health insurance cards to those in need.
