The council and its assisting team were established under Decision No. 3091/QD-UBND, issued on December 3, 2025 by the Chairman of the provincial People’s Committee. Over the past time, relevant departments and agencies issued guidance documents for communes on assessing criteria and assigning scores for each indicator.

Communes and wards conducted self-assessments and scored each criterion, while the council’s assisting team reviewed and cross-checked supporting documentation and carried out evaluations for each indicator.
Based on the assessments, the province has identified 2,233 villages as ethnic minority and mountainous areas; 1,270 as particularly disadvantaged under the Government’s Decree No. 272/2025/ND-CP; along with three communes and wards in Area I, nine in Area II, and 63 in Area III.

Speaking at the meeting, Hau urged relevant agencies and the assisting team to continue reviewing dossiers in line with Decree No. 272/2025/ND-CP, ensuring accuracy, consistency and a full legal basis.
He called for the completion of a consolidated report and progress updates to be submitted to the Ministry of Ethnic and Religious Affairs for review, providing a basis for rolling out ethnic policies and socio-economic development programmes for ethnic minority and mountainous areas in the time ahead.
