Son La province’s Party Organisation holds 16th Congress for 2025-2030 term

The 16th Congress of the Party Organisation of Son La province for the 2025-2030 term opened on September 28, with Party General Secretary To Lam sending a basket of congratulatory flowers.

Politburo member, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai attended and delivered a speech at the congress. It also saw the presence of Tong Thi Phong, former Politburo member, former Permanent Vice Chairwoman of the National Assembly, former Secretary of the Son La provincial Party Committee; along with members of the Party Central Committee: Nguyen Huu Dong, Deputy Head of the Party Central Committee’s Commission for Internal Affairs; and Nguyen Kim Son, Minister of Education and Training; as well as leaders of central ministries, agencies, mass organisations, Military Region 2, and Phu Tho, Lai Chau, Dien Bien, Lao Cai and Thanh Hoa provinces.

Son La officials include Hoang Quoc Khanh, Secretary of the provincial Party Committee; Lo Minh Hung, Permanent Deputy Secretary of the provincial Party Committee; Nguyen Dinh Viet, Deputy Secretary of the provincial Party Committee, Chairman of the provincial People's Commitee and head of the Son La delegation of National Assembly deputies; among others. 

The two-day congress is also attended by 400 official delegates of 79 Party organisations under the provincial Party Committee, representing over 94,300 members of the provincial Party Organisation.

It is held under the theme of strengthening the building of a pure and strong Party and political system; promoting potential, advantages, solidarity, and the cultural identity of ethnic groups; ensuring national defence and security; continuing innovation and creativity, accelerating the development of science and technology, digital transformation, and green, rapid, and sustainable growth, striving for Son La province to become a socio-economic centre of the northwestern sub-region by 2030.

In his opening remarks, Secretary of the provincial Party Committee Hoang Quoc Khanh emphasised the significance of the congress as it reviewed five years of implementing the Resolution of the 13th National Party Congress; 40 years of the renewal process initiated and led by the Party (1986-2025); 35 years of implementing the Platform for National Construction during the Transitional Period to Socialism (1991-2025); five years of implementing the Resolution of the 15th provincial Party Congress (2020-2025); and heading towards the celebration of the 130th anniversary of the founding of the province (October 10, 1895 – October 10, 2025).

Presenting the Political Report of the 15th provincial Party Committee to the 16th provincial Party Congress, Khanh highlighted the province’s important achievements in all fields under the timely and effective leadership and direction of the Party Central Committee, the National Assembly, and the Government; the coordination and support of ministries, and central-level agencies; as well as the unity, efforts, and determination of the Party organisation, authorities, armed forces, and people of all ethnic groups in the province.

On behalf of the Presidium, Lo Minh Hung, Permanent Deputy Secretary of the provincial Party Committee, presented a review report on the leadership of the 15th provincial Party Committee. The report highlighted the results achieved, earnestly assessed the shortcomings and limitations in the leadership and direction, and put forward solutions focusing on improving the leadership capacity and combat strength of the entire Party Organisation, building the Party, and consolidating a pure and strong political system.

On behalf of the Politburo and the Secretariat, Politburo member, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai commended and congratulated the Party organisation, authorities, and people of all ethnic groups in Son La province for the important and comprehensive achievements attained during the past tenure.

She requested the provincial Party Organisation to continue focusing on building the Party and the political system with new thinking and a new vision. It is necessary to concretise; flexibly, creatively, and effectively apply the Party’s and State’s policies and guidelines into the province’s reality to unlock all resources for socio-economic development, with special attention to effectively implementing the Politburo’s breakthrough resolutions.

Hoai emphasised the need to lead and direct the smooth, effective, professional operation of the two-tier local administration model, ensuring it remains close to the people and serves both citizens and businesses well. Leadership and direction must also ensure comprehensive implementation across all fields, thereby contributing to achieving the national growth target of double digits in the 2026-2030 period and beyond.

She also expressed her hope that Son La will become a socio-economic centre of the northwestern sub-region, and, together with the whole country, firmly advance into a new era – the era of the nation’s rise.

Delegates cast their votes to elect the 16th provincial Party Committee for the 2025-2030 tenure.

Promoting the spirit of democracy, collective wisdom, solidarity, and consensus, the congress elected 54 comrades to the 16th provincial Party Committee for the 2025-2030 tenure.

The 16th provincial Party Committee for the 2025-2030 tenure makes its debut at the congress.

At its first meeting, the 16th provincial Party Committee elected its Standing Board with 14 members; and its Inspection Commission with 13 members.

Secretary of the 15th provincial Party Committee Hoang Quoc Khanh was re-elected as Secretary of the 16th provincial Party Committee, with 100% of the “yes” votes. Lo Minh Hung, Permanent Deputy Secretary of the 15th provincial Party Committee; Nguyen Dinh Viet, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee; and Cha A Cua, Vice Chairman of the provincial People’s Council of the 15th tenure, were all unanimously elected as Deputy Secretaries of the 16th provincial Party Committee.

Luong Thi Van Anh, member of the provincial Party Committee’s Standing Board and Chairwoman of the provincial Party Committee’s Inspection Board of the 15th tenure, was elected Chairwoman of the 16th provincial Party Committee’s Inspection Board.

The delegation to the 14th National Party Congress is introduced at the congress.

The congress also elected a delegation of 21 official delegates and three alternate delegates to the 14th National Party Congress.

Earlier, on the afternoon of September 27, the preparatory session of the 16th provincial Party Congress took place.
