Son La speeds up progress of several key projects

Ha Trung Chien, member of the provincial Party Committee's Standing Board and Standing Vice Chairman of the provincial People’s Committee, on March 17 held a working session with departments, agencies and To Hieu, Chieng Coi, Chieng Sinh and Chieng An wards to review the implementation progress of several key projects in the localities and address difficulties facing them.

At the working session, local authorities reported on the progress of site clearance for projects in the wards. Specifically, in To Hieu ward, four projects involving land recovery, compensation and site clearance are currently underway. Among them, the project to complete traffic route No. 1A and the Northwest Square flower garden (section from Trang bridge to route 1A), had 18 compensation and support plans for households approved, with a total budget of nearly 50 billion VND (1.9 million USD). However, 10 households have yet to receive compensation payments totaling more than 2.3 billion VND.

For the project to build the festival ground at King Le Thai Tong Temple, the ward People’s Committee is finalising documentation to submit to the provincial People’s Council for approval of the land recovery list affecting about 15 households, expected to be completed in March 2026. At the same time, compensation and site clearance plans are being prepared and approved, with completion targeted for the second quarter of 2026.

The project on the preservation, restoration, rehabilitation and promotion of the Son La Prison special national relic site is currently focusing on reviewing and collecting documents, and compiling a list of organisations, households and individuals subject to relocation for site clearance.

Initially, 54 households are being reviewed in accordance with the approved construction planning scheme, with completion expected in the second quarter of 2026. Further reviews will be conducted after the adjusted planning scheme is approved by the Prime Minister.

For the 16.5m-wide road connecting National Highway 6 (Truong Chinh road), from the intersection with Road 3/2 the An Phu urban area and Cuoc Song (Life) General Hospital, efforts are being made to finalise documentation for proposing the investment policy. The work is expected to be completed in March 2026.

Leaders of departments, agencies and localities focused discussions on resolving obstacles in compensation and site clearance, including issues related to changes in mechanisms and policies under the two-tier local government model; disparities in land allocation prices between households approved under old and new pricing frameworks; and the absence of a land price adjustment coefficient.

Concluding the working session, Standing Vice Chairman Ha Trung Chien requested departments, agencies and localities continue to step up communication and public outreach, and enhance dialogue with residents for consensus in project implementation.

He also urged a review of the progress of each project, with a focus on fully resolving outstanding issues in site clearance, completing investment procedures, and ensuring implementation stays on schedule. For unresolved matters, he called for seeking guidance from relevant specialissed agencies to promptly reach agreement on implementation plans.
