Secretary of the provincial Party Committee Hoang Van Nghiem delivers a speech at the conference.

Speaking at the conference, the provincial Party Committee Secretary commended and acknowledged the important contributions of Party committees, authorities, officials, party members, and the people in successfully preparing for and organising the election. To ensure the effective operation of the new-term government apparatus, he requested that People’s Councils and People’s Committees at all levels quickly stabilise their organisational structures after the first sessions, effectively perform their functions, duties, and powers in accordance with the law, and appropriately arrange personnel to meet task requirements and local realities.

This aims to ensure the two-tier local government system operates synchronously and effectively from the provincial to grassroots levels from the very beginning of the term, he noted.

The People’s Councils at all levels were also urged to promptly issue operational regulations and improve the quality of meetings in a practical and effective manner. Committees of the People’s Councils should fully promote their roles in appraisal and supervision, ensuring that issued resolutions are lawful, practical, feasible, and effectively implemented.

Each elected deputy to the 16th National Assembly and People’s Councils at all levels must set a good example, work with dedication and responsibility, match words with actions, and act decisively and effectively from the early days of the term and throughout the tenure to fulfill commitments and maintain the trust of the people, he stressed.
