Standing Deputy Secretary of the provincial Party Committee Lo Minh Hung visited and held a working session with the Party Committee of Phieng Cam commune on November 12 to review local development following the administrative reorganisation at the commune level.

He was accompanied by Vice Chairman of the provincial People’s Committee Nguyen Minh Tien and representatives of provincial departments and agencies.

Phieng Cam was established through the merger of the former Chieng Noi and Phieng Cam communes. Following the merger, the local administration has been consolidated and operates in a stable and effective manner, ensuring the timely implementation of political, socio-economic, and security-defence tasks.

After its first Party Congress for the 2025-2030 tenure, the communal Party Committee has issued an action programme to implement the congress’s Resolution.

The communal Party Committee proposed that the provincial Party Committee, People’s Council, and People’s Committee allocate funding under the 2026-2030 medium-term public investment plan to gradually improve local infrastructure.

It also suggested the upgrade of Provincial Road 113 (the section from Na Ot to the former Chieng Noi commune), investment in a new administrative headquarters, and the early allocation of local budget capital to continue the construction of the Chieng Dong-Phieng Cam road.

Local authorities proposed adding personnel for the Party Committee and the People’s Committee of the commune, prioritising key vacancies in organisation, internal affairs, finance, land administration, and information technology.

They also recommended considering the rotation and reinforcement of capable officials from other localities to support the commune, particularly in preparation for the elections of deputies to the National Assembly and People’s Councils at all levels for the 2026-2031 term.

Representatives of the provincial People’s Committee and relevant departments and agencies responded to the proposals and recommendations of the Phieng Cam communal Party Committee within their respective authority.

Hung commended the efforts and achievements of the Party Committee and authorities of Phieng Cam in promptly stabilising and operating the local administrative apparatus after the merger.

He urged the commune to build on these results, effectively implement the Resolution, strengthen Party building, and prepare for the upcoming elections of the National Assembly and People’s Councils at all levels.

He also emphasised the need to focus on development planning for 2025-2030, attract investment, promote economic growth and digital transformation, and maintain security and social order.

He instructed the provincial Party Committee to direct the provincial People’s Committee to review and address the proposals and recommendations of the Phieng Cam communal Party Committee in accordance with regulations and practical conditions as well as the province’s budgetary capacity.

The official also requested consideration and allocation of funds within the 2026-2030 medium-term public investment plan for the construction of essential infrastructure in the commune.

The provincial Party Committee’s Organisation Board was tasked with promptly issuing guidance on personnel planning and on the structure and composition of candidates for commune-level People’s Council elections for the 2026-2031 term. In particular, it was asked to develop instructions on admitting religious followers into the Party and on other specific cases.
