Hoang Thi Hong, Chairwoman of the communal People’s Committee, said accelerating public investment disbursement is one of the key tasks contributing to local socio-economic development and improving residents’ quality of life.
To keep disbursement on schedule, the commune has instructed its specialised agencies to urge contractors to mobilise maximum manpower and equipment, while carrying out rolling acceptance of completed work as soon as volumes are finished.
For projects facing site clearance obstacles, communal leaders are directly directing the handling of individual cases. For newly launched projects, procedures are being urgently completed so construction can begin as soon as conditions are met.
At the road project connecting Sub-area 26/3 and Sub-area 10 in Mai Son commune, contractors are taking advantage of favourable weather and mobilising machinery and workers to accelerate construction. The road is nearly 9 km long, with 24.5 hectares of land to be acquired, affecting 493 households and individuals. The project has a total investment of 500 billion VND, funded by the central budget and the provincial budget from land revenues, with construction scheduled for 2021-2026.
The project has now completed approval of compensation, support and resettlement plans for 479 of the 493 affected households and individuals, with compensation totaling nearly 160 billion VND. A total of 22.25 hectares out of the 24.5 hectares required for the project has been cleared, bringing site clearance progress to 97%.
Residents’ support and their handover of cleared land have enabled contractors to maintain continuous construction, accelerate completed work volumes and boost disbursement. Pham Van Dai, a resident of Village 3, Sub-area 1, said his family had about 800 sq.m of land affected by the project. After local officials explained the project policy and site-clearance compensation plan, his family agreed to hand over the land and hopes the project will be completed soon to make travel and business activities easier for local residents.
To date, more than 387 billion VND has been allocated to the road project connecting Sub-area 26/3 and Sub-area 10, with more than 381 billion VND already disbursed and paid. Pham Van Thanh, a representative of Viet Dung JSC, said the company is responsible for constructing Sections 1 and 2 of the project, covering 6.2 km. The company began construction immediately after the sites were handed over, and the project has now reached about 78% completion.
At present, the contractor is deploying five excavators, eight dump trucks, two road rollers and one bulldozer across multiple construction fronts and working additional shifts continuously to accelerate each component.
For transitional projects, the commune is placing a strong focus on urging contractors to accelerate construction, conduct inspections and acceptance, and complete payment documentation, following the principle of accepting and completing payment documents as soon as work volumes are completed.
However, while some projects have recorded high disbursement rates, others remain behind schedule. These include the project to preserve and restore the Cay Me historical site, where the first Party cell of Son La province’s Party Organisation was established. Construction progress has reached only 36%, mainly due to site clearance problems, with some households yet to agree on the inventory, compensation and handover of land.
The commune is currently selecting a new construction contractor after the previous contractor requested termination of the contract. Individual commune leaders have been assigned to directly monitor and oversee the project. At the same time, the commune is stepping up communications and mobilisation efforts to encourage residents to reach agreement and hand over the required land.
For newly launched projects, the commune is focusing on shortening the time needed to complete procedures, selecting contractors as soon as possible and starting construction once all conditions are met. Some new funding allocations provided by the province in August and September are being urgently processed, with the commune reviewing project lists and allocating capital in accordance with regulations.
The commune aims to submit the capital allocation for approval by October 15, 2026, select contractors promptly and begin construction once all conditions are met.
Through specific and decisive measures, from working with residents to resolve site clearance issues to accelerating acceptance and payment procedures, Mai Son commune is mobilising resources for the final stretch of 2026. It aims to achieve 100% disbursement of public investment capital under the annual plan, ensuring the funds are used effectively and projects are completed and put into operation as soon as possible to support socio-economic development and improve living standards in the locality.
