At the event, the Department of Science and Technology reported on efforts to address challenges in developing telecommunications infrastructure in areas with no or limited mobile coverage and without fixed broadband access. The department proposed investment solutions, implementation roadmaps and support mechanisms from the Public-Utility Telecommunications Service Fund.
The department also provided guidance on implementing community digital access for the 2026–2030 period and developing the provincial Digital Architecture Framework. It also highlighted difficulties in budgeting, fund allocation and disbursement for the implementation of Politburo Resolution No. 57 on breakthroughs in science-technology, innovation and national digital transformation and Plan No. 02 of the Central Steering Committee for Science, Technology, Innovation and Digital Transformation.
Participants discussed solutions to address obstacles in allocating funding for science, technology, innovation and digital transformation. They proposed that the Ministry of Science and Technology support telecommunications infrastructure development in areas with no or limited coverage and without fixed broadband, provide guidance on procedures for seeking support from public-utility telecommunications funding, and clarify target groups and priority criteria for establishing community digital access points.
Concluding the meeting, Vice Chairman Hau asked the Department of Science and Technology to review and consolidate difficulties and obstacles reported by departments, agencies and localities and incorporate them into recommendations to the Ministry of Science and Technology.
He also called on the department to coordinate with the Department of Finance in reviewing central authorities’ guidelines and proposing policies to support community digital technology teams; work out funding sources to ensure timely allocation and balance resources for policy development; and coordinate with the Department of Home Affairs to develop job positions involving digital technology application, thereby reducing administrative costs./.
