Attending the meeting were Vi Duc Tho, member of the provincial Party Committee’s Standing Board and Standing Vice Chairman of the provincial People's Council; Nguyen Viet Cuong, Vice Chairman of the provincial People's Council; Dang Ngoc Hau, Vice Chairman of the provincial People's Committee; among others.

At the meeting, the Legal Affairs Board of the provincial People's Council presented appraisal reports on draft resolutions concerning regulations on principles, criteria and norms for allocating state budget capital to implement the National Target Programme on Drug Prevention and Control through 2030 in the province; allocation of civil servant staffing quotas for provincial-level agencies and the total number of civil servants for commune-level local governments in 2026; and allocation of staffing quotas for public non-business units in the province in 2026.

The board also reported the results of reviewing and proposing the repeal of resolutions that are no longer appropriate regarding allowances and benefits for part-time personnel, as well as titles, staffing levels, support policies and concurrent-duty allowances for people participating in activities at villages, hamlets, sub-zones and residential areas, for submission to the second session of the 16th provincial People's Council.

The meeting also reviewed and discussed a proposal on the results of supervision over the implementation of the council’s Resolution No. 82/2024/NQ-HDND dated May 16, 2024, regarding the policy of providing medical kits to particularly disadvantaged villages in the province. The proposal was presented by the Culture and Social Affairs Board of the provincial People's Council.

In his concluding remarks, Hung requested the boards of the provincial People's Council to coordinate with the provincial People's Committee in incorporating comments made during the meeting, finalising the draft resolutions and completing all necessary documentation for submission to the second session of the 16th provincial People's Council for the 2026–2031 term.

Regarding the proposal to repeal outdated resolutions, the Standing Board of the council agreed to submit a proposal for repealing Resolution No. 80/2024/NQ-HDND dated April 17, 2024, which stipulates allowances and concurrent-duty benefits for part-time personnel, as well as support policies and concurrent-duty benefits for individuals directly participating in activities at villages, hamlets, sub-zones and residential areas across the province.

Also at the meeting, the Office of the provincial delegation of National Assembly deputies and the provincial People's Council reported on preparations for the second session of the 16th provincial People's Council for the 2026–2031 term and its Q&A part. To date, preparations have been completed, including reports and notices of the Standing Board, draft submissions, draft resolutions, and all necessary conditions to ensure the successful organisation of the second session.
