Chieng Khay is a specially difficult commune in Quynh Nhai district, located 42km from the district centre. It comprises 11 hamlets and nearly 1,600 households, with a population of over 7,700 from five ethnic groups. In recent years, the commune has strengthened communication efforts to ensure officials, Party members, and residents understand the purpose and significance of the new-style rural area building programme. The commune mobilised over 300 billion VND (11.79 million USD) for the initiative, with residents contributing nearly 24 billion VND to concrete internal roads and field pathways, and renovate hamlet cultural houses.

Nguyen Thanh Cong, Vice Chairman of the provincial People's Committee, presents the certificate recognising Chieng Khay commune as a new-style rural area.

To date, Chieng Khay has completed all the 19 criteria for a new-style rural area. Notably, 100% of its roads have been paved, and hamlet and inter-hamlet roads concreted. All of its 11 hamlets have cultural houses. The commune has 130 hectares of fruit trees and nearly 280 hectares of cinnamon, and is preserving over 5,000 hectares of forest. Livestock farming has become a significant source of income. The poverty rate in the commune has decreased to 12.8%, with the average income per capita reaching over 45 million VND per year.

Speaking at the ceremony, Nguyen Thanh Cong, Vice Chairman of the provincial People's Committee, commended and congratulated Chieng Khay commune on the recognition. He suggested that in the future, the commune should continue to build on the achievements, mobilise the involvement of Party committees at all levels, and gain the support of the people. He emphasised leveraging the intrinsic strengths of the community to solidify and improve the criteria that have been met. He also encouraged the promotion of effective economic models, particularly livestock farming and forest-based models, with the aim of achieving sustainable poverty reduction, increasing income, and improving locals’ living conditions, ultimately contributing to local development.
