The delegation included Nguyen Thanh Cong, Vice Chairman of the provincial People’s Committee; Dao Tai Tue, member of the provincial Party Committee’s Standing Board and Director of the provincial Department of Construction; and leaders of provincial departments, agencies and sectors.

From the night of August 4 through August 7, the commune experienced prolonged heavy rainfalls, triggering landslides at multiple locations along key roads, localised flooding in stream areas, and a high risk of landslides, falling rocks, slope failures and flash floods.

The heavy rains and flooding have caused serious damage to agricultural production and infrastructure. As of August 7, three of the commune’s 16 hamlets had been severely affected, while 210 households in two hamlets had to be relocated from dangerous areas. In Lay hamlet alone, 176 households, comprising 910 people, were located within areas at risk of landslides and had to be evacuated urgently. Other 27 households, with 135 people, were in particularly dangerous areas and need to be relocated to new residential sites.

The flooding also damaged 35 hectares of rice, 4.5 hectares of coffee and three hectares of aquaculture ponds. Numerous roads, irrigation facilities and domestic water supply systems were also damaged, with preliminary losses estimated at nearly 7.3 billion VND (278,500 USD).

As soon as heavy rains occurred and the risk of landslides emerged, the commune Party Committee focused on leading and directing the commune People’s Committee and Civil Defence Command to activate emergency response mechanisms and mobilise forces in accordance with the “four on-the-spot” motto, with ensuring the safety of local residents’ lives as the top priority. The commune has also surveyed a new area and proposed planning a resettlement site for households required to be relocated.

At the meeting, Muoi Noi commune proposed the provincial authorities direct relevant departments and agencies to urgently conduct geological surveys and assessments, and determine the scope and severity of hazards in Lay, Phang and Bon hamlets, as well as other areas at high risk of landslides.

The commune also proposed considering Pom Hua Lon as a site for the resettlement of households affected by natural disasters, with priority initially given to 27 households comprising 135 people living in particularly dangerous areas.

Speaking at the meeting, Hung commended the proactive efforts of the Party Committee and authorities of Muoi Noi commune in disaster prevention and response, particularly the timely evacuation of residents from dangerous areas, which resulted in no loss of life. He asked the commune to continue closely monitoring weather developments and reviewing all areas at risk of landslides and flash floods in order to proactively prepare plans to relocate residents when necessary.

The commune should maintain on-site forces in Lay hamlet to ensure public security and order, assist local residents and maintain warning posts in dangerous areas, he said, adding that as an immediate measure, the commune should use its budget reserve to carry out arising tasks, and consider requesting provincial funding to repair damaged roads, domestic water supply systems and irrigation facilities, thereby supporting local residents’ daily lives and production.
