More efforts needed to remove difficulties for projects using land funds to generate capital for infrastructure development

Vice Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee Nguyen Dinh Viet on May 26 chaired a meeting on projects using land funds to generate capital for infrastructure development in Son La province.

Attending the event were Nguyen Minh Tien, Vice Chairman of the provincial People’s Committee; leaders of provincial departments, agencies and sectors; Chairpersons of the People’s Committees of To Hieu and Chieng Sinh wards; and representatives of project investors.

Implementing the Prime Minister’s directive on the execution of eight projects on using land funds to generate capital for infrastructure development, Son La has focused on leading, directing and organising the performance of assigned tasks. To date, four projects have been completed and handed over to local authorities, while four others have yet to finalise investment procedures.

Among them, the project regarding a new residential area northwest of Son La city bus station is currently under investigation and trial by law enforcement agencies involving organisations and individuals related to the case of “fraudulent appropriation of property.”

Meanwhile, three projects in To Hieu and Chieng Sinh remain stalled and are being submitted to central authorities for the issuance of special mechanisms to completely resolve outstanding issues. These include Heo Phung residential area project, covering 56.13 hectares, with a total investment of more than 163 billion VND (6.2 million USD); the new residential area southeast of the bus station project, spanning 15.5 hectares, with a total investment of more than 66.8 billion VND; and the mechanical intersection residential and service area project, covering more than 6.3 hectares, with a total investment of over 32.8 billion VND.

At the event, leaders of provincial departments, agencies and sectors provided information and clarified the difficulties and obstacles facing the projects, while also proposing and recommending solutions to these issues.

Speaking at the event, Chairman Viet requested provincial departments and agencies to review and thoroughly study all guidance documents newly issued by central authorities in 2026 regarding these projects, in order to advise the provincial People’s Committee on solutions to address difficulties. The Office of the provincial People’s Committee was assigned to establish a task force to address obstacles facing the projects, while provincial departments, sectors and investors were also urged to provide documents and newly issued legal papers for research and consensus-building in resolving project-related difficulties.

The People’s Committees of Chieng Sinh and To Hieu wards were asked to coordinate with departments, sectors and investors in continuing the management of planning, construction order and other matters related to the projects; and to proactively work with the Department of Finance and the Department of Construction to clear project-related obstacles once resolutions and guidance documents are issued by central authorities. The Chairman also required investors to proactively coordinate with ward authorities and competent agencies to address difficulties after these resolutions and guidling documents are promulgated.
