At the meeting, delegates gave opinions on draft resolutions concerning the approval of a list of land parcels proposed for pilot projects in the province in 2026 (Phase 1) under the National Assembly's Resolution No. 171/2024/QH15, dated November 30, 2024; the approval of land recovery for socio-economic development projects serving national and public interests; revisions to land recovery information and the recovered land area for the Nam Hoa 1 hydropower project approved by the People's Council; and the 2026-2030 medium-term public investment plan financed by the local budget (Phase 1).
The meeting also discussed draft regulations governing eligible expenditures and spending limits for managing science, technology and innovation activities financed by the state budget under the province's authority. Delegates reviewed spending rules for implementing science, technology and innovation programmes and tasks, as well as state budget support for these activities.
They also touched upon draft regulations on the principles, criteria and funding allocation norms for central budget capital, along with the local budget co-financing ratio, for implementing the National Target Programme on Cultural Development for 2025-2035 (Phase 1: 2025-2030) in the province.
The session reviewed reports submitted by the provincial People's Committee, People's Procuracy, People's Court and Civil Judgment Enforcement Department. Delegates looked into a draft resolution on allowances and concurrent-duty benefits for part-time personnel, as well as regulations on the titles, staffing levels, financial support and concurrent-duty benefits for people serving in villages, hamlets, sub-zones and residential areas across the province.
The meeting also opined on matters to be summitted to the second session of the provincial People's Council.
Concluding the meeting, Hung instructed the council's boards and drafting agencies to incorporate comments raised during the meeting and finalise reports and draft resolutions in compliance with requirements. He also asked the provincial People's Committee to address delegates' comments and complete its explanatory report for the second session of the 16th provincial People's Council.
The Office of the province's delegation of National Assembly deputies and the provincial People's Council was tasked with finalising the meeting documents and making thorough preparations for the session, scheduled for July 20-21./.
