The meeting was attended by Vice Chairman of the provincial People's Committee Nguyen Thanh Cong and representatives of relevant departments and agencies. It was connected online to Muong Bang and Muong Coi communes, as well as Xuan Thien Ninh Binh Co., Ltd.

The groundbreaking ceremony is scheduled for November 14, 2026, at the project site in Muong Bang commune. Developed by Xuan Thien Ninh Binh Co., Ltd., the project has a designed capacity of 1,200 MW and a total investment of more than 27.87 trillion VND (1.08 billion USD). It will be implemented across Muong Bang and Muong Coi communes. The provincial People's Committee has approved the investment policy and investor for the project.

Preparations are being carried out by relevant departments, agencies and units to ensure all requirements are met, including the venue, site clearance, layout and event infrastructure; programme, scripts, art performances and ceremonial procedures; guest arrangements, reception and logistics; electricity, water, telecommunications and environmental sanitation; as well as security, safety, medical services and external relations.

At the meeting, participants focused on discussing the ceremony's programme and organisational plan, guest reception arrangements, seating layout, communications, public security, environmental sanitation and venue setup to ensure a dignified and meaningful event.

Speaking at the meeting, Chairman Viet emphasised that the groundbreaking of the Dong Phu Yen Pumped-Storage Hydropower Project is significant in attracting investment, mobilising resources and creating momentum for the province's economic development.

He called on relevant departments, local authorities and the investor to step up efforts, fully carry out their assigned tasks and carefully prepare every aspect of the event. He also urged them to expedite administrative procedures and ensure all legal requirements are met before construction begins.

In addition, he called for plans to ensure public security, traffic safety and food safety, as well as effective reception and logistical arrangements, with personnel mobilised from the Phu Yen area to support the event. Muong Bang and Muong Coi communes were specifically requested to coordinate in completing relevant land-related procedures before November 10./.
