The conference was co-chaired by Hoang Van Nghiem, member of the Party Central Committee, Secretary of the provincial Party Committee and head of the provincial delegation of National Assembly deputies; Lo Minh Hung, Permanent Deputy Secretary of the provincial Party Committee and Chairman of the provincial People's Council; Nguyen Dinh Viet, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People's Committee; and Cha A Cua, Deputy Secretary of the provincial Party Committee and President of the provincial VFF Committee.
The new coordination regulations were developed based on a review of relevant legal provisions, while inheriting the previous term's implementation outcomes and incorporating new requirements arising from the operation of the two-tier local administration model, stronger decentralisation and delegation of authority, digital transformation, and efforts to improve public services.
Comprising three chapters and 11 articles, the regulations focus on joint work in the formulation and implementation of policies; receiving, addressing and responding to opinions and recommendations from voters and the public; enhancing the effectiveness of oversight; promptly consolidating and reporting recommendations beyond local authority; strengthening information and data sharing, information technology application and digital transformation; and clearly defining the responsibilities of each agency in implementation, monitoring and evaluation.
The regulations provide a framework for closer coordination among the bodies, enabling them to better fulfil their respective roles and responsibilities while improving the quality of decision-making, the effectiveness of policy enforcement, oversight and social criticism, and promtply handling voters' recommendations and other practical issues arising during the province's development./.
