The CT03 expressway section running through Son La province is 179.55 km long and passes through 18 communes and wards. Its starting point connects with National Highway 43 in Van Son ward and links with the Hoa Binh-Moc Chau Expressway, while its endpoint borders Dien Bien province and provides a connection to the Tay Trang Border Gate.
In Mai Son commune, the route is 23.97 km long, passing through 16 villages, hamlets and residential sub-zones. The project is expected to affect 1,650 households, with more than 187 ha of land to be recovered. Around 150 households will need to be relocated and resettled.
The session in Chieng Mung commune is 6.2 km long, with the area of land to be acquired currently under review and being updated. Three affected households are expected to be prioritised for on-site or in-place resettlement.
Mai Son and Chieng Mung proposed the province accelerate the survey and completion of project documents; consider assigning additional qualified specialised units to assist them in conducting land measurement and inventory, verifying land origins and preparing compensation plans. They also proposed arranging funding for site clearance; soon approving the implementation of resettlement areas; and planning sites for waste disposal, and quarries.
At the meeting, Hung stressed that Mai Son and Chieng Mung must identify compensation, site clearance and resettlement for the CT03 project as a key political task and an opportunity for socio-economic development. He called for the urgent establishment of commune-level steering committees for compensation and site clearance; inspection and review of the current status of land use, assets and planning at interchanges and waste disposal sites; arrangement of residential areas and resettlement sites for households whose land is acquired; and strict management of construction order, with absolutely no encroachment, unauthorised construction or illegal planting of trees.
He assigned the Party Committee of the provincial People's Committee to direct the settlement of the two communes’ proposals and accelerate the planning and licensing of construction material mines to ensure timely supplies for the project, thereby preventing any shortage of materials or cost escalation.
The provincial Management Board for Transport Construction Investment Projects was requested to continue closely coordinating with the communal-level People’s Committees to reach agreement and update information on interchanges, connecting routes, resettlement, material mines and disposal sites during project implementation.
