The provincial delegation also included Dinh Thi Bich Thao, member of the provincial Party Committee’s Standing Board and head of the provincial Party Committee's Board for Information, Education and Mass Mobilisation; Dang Ngoc Hau, Vice Chairman of the provincial People's Committee; and leaders of provincial departments and agencies. 

More than one year after the introduction of the two-tier local government model, Phieng Pan's administrative apparatus has been gradually consolidated and is operating stably. In the first seven months of 2026, the commune remained on track to achieve 22 of its 24 key development targets, while agricultural and forestry production was estimated at 34.81 billion VND ($1.33 million).The commune has 2,526 hectares of coffee plantations and added 442.7 hectares of new coffee cultivation, exceeding the annual target by 131 hectares.

Digital transformation has also advanced, with data completed for 27,654 of the commune's 33,080 land parcels, equivalent to 83.6%. More than 98.9% of administrative procedures were processed on or ahead of schedule, while public satisfaction reached 100%. The commune has also reorganised its administrative structure by reducing the number of hamlets from 45 to 26 and merging local schools.

Participants discussed measures to address challenges related to investment in digital infrastructure, funding for the Na Ot-Phieng Pan and Pa No-Tram Co road projects, development of databases for land and public asset management, accelerating construction of the Phieng Pan primary and secondary boarding school, and promoting the commune's economic potential and competitive advantages.

Concluding the meeting, Hung commended the commune's achievements in strengthening its administrative apparatus, promoting socio-economic development, and maintaining national defence and security.

He called on the Standing Board of the commune Party Committee to incorporate the recommendations made during the meeting, address remaining shortcomings, effectively implement resolutions adopted at Party congresses at all levels, and carry out conclusions issued by Party General Secretary and State President To Lam during his recent working visit to Son La province.

He also urged the commune to strengthen the leadership capacity and combative strength of Party organisations, review and assign officials according to job positions, and improve the effectiveness of the political system.

Earlier, Hung and the provincial delegation inspected construction progress at the primary and secondary boarding school in Phieng Pan commune and the project to upgrade the road from Phieng Pan commune, via Border Guard Station 459, to Border Marker 219 in Son La province.

Construction of the boarding school has reached approximately 88% completion. Classroom buildings, boarding facilities, the dining hall and administrative building have largely been completed, with equipment installation now underway. The project's main components are scheduled for completion before August 20. 

He also asked the project investor to study the installation of rooftop solar power systems, complete disbursement and project settlement documentation, and directed Phieng Pan commune to coordinate the handover and acceptance of the project to ensure the school is ready for the opening of the new academic year on September 5.
