Attending the congress were Prof. Dang Vu Minh, Honorary Chairman of the Vietnam Union of Science and Technology Associations; Cha A Cua, Deputy Secretary of the provincial Party Committee and President of the provincial Vietnam Fatherland Front Committee; Nguyen Manh Hung, member of the Standing Board of the provincial Party Committee and Permanent Vice President of the provincial Vietnam Fatherland Front Committee; Nguyen Minh Tien, Vice Chairman of the provincial People's Committee; and Nguyen Quyet Chien, Secretary General of the Vietnam Union of Science and Technology Associations. They were joined by 150 delegates representing nearly 350,000 members of 15 affiliated associations across the province. 

The provincial Union of Science and Technology Associations, a member of the provincial Vietnam Fatherland Front Committee, comprises 15 affiliated associations with nearly 350,000 members. More than 25,000 of them are intellectuals working across a broad range of fields, including natural sciences, social sciences, education, healthcare, agriculture, construction, transport, law, business and tourism.

During the past term, the provincial Union of Science and Technology Associations strengthened its role as a bridge between the intellectual community and the Party, local authorities and the public. It also took an active part in oversight and social criticism, contributed to the formulation of policies, and joined advisory councils.

Guided by the theme "Unity – Innovation – Creativity – Development," the provincial union set out 10 key targets and five priority groups of tasks and solutions for the 2026–2031 term. It will continue to modernise its operations, strengthen its role as the core body representing the intellectual community, improve the quality of policy advice and social criticism, expand public outreach and knowledge dissemination, and take a more proactive role in advising on and implementing tasks assigned by the Party and the State, contributing to sci-tech development and innovation.
 

Addressing the congress, President of the provincial Vietnam Fatherland Front Committee Cha A Cua called on the union o continue modernising its operations during the new term and further strengthen its role as the common platform for the province's scientific and technological intellectuals.

He urged the organisation to enhance the quality of its policy advice and social criticism, proactively research and recommend solutions to practical issues, and mobilise the expertise of scientists and specialists to contribute to the formulation of provincial policies and major decisions. He also called for building a stronger, more professional and effective union that will make a greater contribution to the province's development.

The congress announced the results of its first plenary session, which elected a 26-member Executive Committee of the provincial Union of Science and Technology Associations for the 2026–2031 term and a four-member Standing Board. Pham Thi Ha was re-elected as Chairwoman of the union. The congress also selected a four-member delegation to the ninth National Congress of the Vietnam Union of Science and Technology Associations 2026–2031.
