According to the provincial Department of Finance, Son La's 2026 state budget for science and technology, innovation and digital transformation is projected at more than 437.2 billion VND (16.6 million USD), including nearly 82.7 billion VND for development investment and 354.5 billion VND for recurrent spending. The funding is sourced from the budget approved at the start of the year, additional allocations for implementing Politburo Resolution No. 57-NQ/TW, and funds carried over from 2025 to 2026.
To date, the province has allocated more than 317.3 billion VND, equivalent to 72.5% of the approved budget estimate. However, 119.8 billion VND remains unallocated, including more than 80.4 billion VND in development investment funding tied to a digital transformation project for Party agencies in Son La province during 2025-2028, which is still undergoing investment procedures. More than 39.3 billion VND in recurrent funding sourced from additional allocations for the implementation of Resolution No. 57-NQ/TW has yet to be assigned pending further guidance and adjustments to the list of tasks.
As of May 27, 2026, disbursement of recurrent spending had reached just over 9.38 billion VND, equivalent to about 2.96% of the allocated budget. The sluggishness was largely due to many projects still being in the process of completing investment procedures, selecting contractors, signing contracts or awaiting acceptance and payment milestones under applicable regulations.
In his concluding remarks, Chien instructed departments, agencies and relevant units to continue reviewing all projects and tasks, remove procedural bottlenecks, accelerate the completion of documentation, contractor selection and project implementation once conditions are met, and ensure disbursement proceeds on schedule and in compliance with regulations.
He tasked the Department of Science and Technology with expediting documentation for science and technology projects to accelerate implementation and capital disbursement, particularly for ongoing projects. The department was also asked to advise the provincial People's Committee on drafting a provincial People's Council resolution to support innovation and the application of science and technology, while ensuring adequate resources for science and technology development, innovation and digital transformation. The measures are aimed at supporting the province's socio-economic development goals and the development of digital government in the province.
