Son La accelerates disbursement of funds for sci-tech, innovation, and digital transformation

Ha Trung Chien, member of the provincial Party Committee’s Standing Board and Standing Vice Chairman of the provincial People's Committee, on July 6 chaired a meeting with provincial departments and agencies to review the progress of fund disbursement for science and technology, innovation, and digital transformation in 2026.

An overview of the meeting.

According to the Department of Finance, the total state budget allocation for science and technology, innovation, and digital transformation in Son La province in 2026 amounts to 430.96 billion VND (16.39 million USD). Of this, 82.7 billion VND is allocated for development investment expenditure, while 348.26 billion VND is earmarked for recurrent expenditure. The funding comes from the annual budget allocation, additional funding for the implementation of Resolution No. 57-NQ/TW, and funds carried forward from 2025.

As of July 6, the province had allocated 311.09 billion VND, equivalent to 72.19% of the approved budget. The remaining 119.86 billion VND has not yet been allocated, mainly because several investment projects are still completing administrative procedures and awaiting guidance from ministries and central agencies regarding certain expenditure items under Decision No. 472/QD-TTg issued by the Prime Minister.

Regarding disbursement, over 36.06 billion VND of recurrent expenditure had been disbursed, accounting for 11.59% of the allocated budget. The disbursement rate remains below expectations, largely due to ongoing procurement of equipment, information technology services, and the implementation of science, technology, and innovation projects that are still undergoing bidding procedures and document finalisation, or have not yet reached the contractual payment stage.

During the meeting, representatives of provincial departments and agencies reported on the implementation of assigned tasks and highlighted difficulties and bottlenecks affecting budget allocation and disbursement. Several activities are still awaiting guidance from the Ministry of Science and Technology and the Ministry of Finance. In addition, many investment projects and digital transformation initiatives are still completing investment and procurement procedures, making them ineligible for disbursement.

In his concluding remarks, the Standing Vice Chairman of the provincial People's Committee urged all departments, agencies, and units to strengthen accountability in budget management and utilisation. 

He requested them to comprehensively review all assigned tasks related to science and technology, innovation, and digital transformation in order to accelerate budget allocation and disbursement while ensuring compliance with regulations and the efficient use of investment resources. 

For development investment projects, he emphasised the need to expedite investment preparation and complete all required procedures so that projects are eligible for capital allocation and timely implementation.
