Invested by Xuan Thien Ninh Binh Co., Ltd., the project was approved in principle by the Son La provincial People’s Committee under Decision No. 2266/QD-UBND dated August 30, 2026. It has a total investment of more than 27.87 trillion VND (1.08 billion USD), with a designed capacity of 1,200 MW. It will be implemented in two phases: Phase 1, from the first quarter of 2027 to 2030, with a capacity of 900 MW; and Phase 2, from the first quarter of 2031 to 2032, with a capacity of 300 MW. Once operational, the project is expected to supply approximately 1.5 billion kWh of electricity annually to the national power system.
The project will use more than 425 hectares of land, including over 414 hectares in Muong Bang commune and 10.3 hectares in Muong Coi commune. An additional 15 hectares will be allocated for a resettlement area in Lan hamlet, Muong Bang commune. Provincial departments and local authorities are currently working with the investor to complete investment and construction procedures, and environmental impact assessment.
Regarding site clearance, Muong Bang commune has completed an inventory of land, assets and crops belonging to 70 households, individuals and organisations, covering a total area of approximately 70.8 hectares in Phase 1 and the area designated for the groundbreaking ceremony.
Preparations for the groundbreaking ceremony are being carried out as planned, in coordination among provincial departments, local authorities and the investor.
Nghiem stressed that the project is of strategic importance, helping ensure national energy security by storing electricity during off-peak hours for generation during peak hours, easing pressure on the dispatch of high-cost power sources, promoting the transition to green energy and creating momentum for socio-economic development in the reservoir area and neighbouring localities.
He called on provincial departments and agencies, Party committees and local authorities to continue working closely with the investor, carefully review each task and ensure thorough preparations for the groundbreaking ceremony./.
