The meeting was chaired by Hoang Van Nghiem, member of the Party Central Committee, Secretary of the provincial Party Committee and head of the province’s delegation to the National Assembly; Lo Minh Hung, Standing Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Council; Nguyen Dinh Viet, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee; and Cha A Cua, Deputy Secretary of the provincial Party Committee and President of the provincial Vietnam Fatherland Front Committee.
At the meeting, provincial People’s Committee leaders reported on the progress of investment projects and preparations for their groundbreaking in the fourth quarter of 2026.
Over the first 10 months of 2026, Son La has stepped up investment-related procedures. As of October 22, the province had approved 47 investment projects with total registered capital exceeding 94 trillion VND (3.64 billion USD). In preparing for the implementation of these projects, provincial authorities have worked closely with relevant agencies, organisations and commune- and ward-level administrations to complete the necessary legal procedures ahead of groundbreaking.
Investors outlined obstacles directly affecting project preparation and implementation schedules, and discussed issues requiring resolution for individual projects. They also put forward specific proposals to the provincial authorities concerning administrative procedures, site clearance, infrastructure, policy mechanisms and other conditions needed to ensure projects can be launched and operate effectively in the fourth quarter of 2026.
In his concluding remarks, Nghiem urged investors to proactively coordinate with provincial departments, agencies and local authorities to urgently complete the required documentation and procedures and ensure sufficient resources are in place to break ground on their projects in the fourth quarter of 2026.
He also called on investors to regularly update authorities on implementation progress and results, and promptly raise difficulties with the relevant provincial agencies for resolution to ensure projects proceed smoothly and on schedule.
The province must prevent investors from securing investment approval without making timely progress, staging merely symbolic groundbreakings, allowing schedules to drag on or using land and resources inefficiently. In particular, the provincial leader stressed the need to prevent the resale or transfer of projects./.
