In recent years, the provincial Department of Education and Training has proactively given advice on the implementation of the Party’s guidelines, the State’s policies and laws, the Resolution of the 16th provincial Party Congress for the 2025-2030 tenure, thematic resolutions of the provincial Party Committee, and those of the provincial People’s Council. It has also organised the implementation of education and training development tasks and reviewed mechanisms, policies, objectives, targets and projects under its management.

According to a report by the provincial People’s Council’s Board for Culture and Social Affairs, 11 education-related resolutions are currently in force. Of these, five need to be replaced, three should be repealed, and one requires amendments and supplements, as the legal grounds on which they were issued have been superseded by new regulations.

Regarding targets, projects and national target programmes in the sector for the 2020-2025 period, most have met or exceeded the set goals, providing a foundation for achieving the objectives for 2026-2030, with a vision to 2035. Regarding the four projects assigned to the Department of Education and Training as the investor, approximately 85% of the work has been completed to date, and all four projects are expected to be completed in 2026.

The delegates focused their discussions on clarifying the reasons why some targets have not been met; plans to complete the remaining work; the roadmap for achieving targets during the 2026-2030 period; and coordination in reviewing existing resolutions for continued implementation, replacement or repeal.

Speaking at the working session, Cuong requested the Department of Education and Training to closely coordinate with relevant departments, agencies, localities and the provincial People’s Council’s Board for Culture and Social Affairs to continue developing policies; review and evaluate resolutions and national target programmes; and implement projects in the education and training sector. He also urged the department to continue studying and advising on the formulation of resolutions that need to be amended, supplemented, replaced, repealed or newly issued.

He called for the synchronous implementation of measures to ensure the fulfillment of the targets set for 2026-2030, with a focus on upgrading classrooms, ensuring adequate official housing for teachers in disadvantaged areas, and modernising educational facilities and teaching equipment.
