The draft plan sets the goal of developing the border area into a western economic driving region of the province, with a synchronised infrastructure system and a rational economic structure, gradually forming a new growth pole associated with the Vietnam–Laos economic corridor.
It focuses on key pillars including development of border gate economy, logistics and trade; large-scale commodity agriculture; cross-border tourism; digital transformation and improvement of social infrastructure quality. The total estimated investment capital exceeds 10.8 trillion VND (410.26 million USD), sourced from central and local budgets as well as social funding sources.
At the event, participants clarified the scope, content, and methodology for developing the plan; proposed solutions on mechanisms, policies, and resource mobilisation; and identified priority sectors suitable to local conditions. They also discussed procedures for preparation, appraisal, and approval of tasks and budget estimates, as well as resource allocation plans and the roadmap for subsequent implementation steps, ensuring compliance with regulations and feasibility.
Concluding the working session, Vice Chairman Hau emphasised that the development of the plan is an important task with strategic significance for the socio-economic development of the province’s border area in the coming period.
He assigned the Department of Foreign Affairs to coordinate with relevant departments and sectors to urgently finalise the outline, prepare the budget estimate, and submit them to the Department of Finance for appraisal and to competent authorities for consideration and resource allocation.
Relevant departments, sectors, and units were instructed to promptly conduct surveys, assess the current situation, propose specific contents, and proactively coordinate with ministries and central agencies to maximise support resources, ensuring the plan is well-prepared, feasible, and effective.
