Son La provincial People’s Council adopts key resolutions at third thematic session

The 16th-tenure Son La provincial People’s Council for the 2026-2031 term held its third thematic session on August 28 to consider and decide on matters within its authority. The event was chaired by Lo Minh Hung, Deputy Secretary of the provincial Party Committee and Chairman of the People’s Council; Vi Duc Tho, member of the provincial Party Committee’s Standing Board and Standing Vice Chairman of the People’s Council; and Nguyen Viet Cuong, Vice Chairman of the People’s Council.

Attending the session were Nguyen Dinh Viet, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee; Cha A Cua, Deputy Secretary of the provincial Party Committee and President of the provincial Vietnam Fatherland Front Committee; members of the provincial Party Committee’s Standing Board; representatives of the provincial People’s Committee and Vietnam Fatherland Front Committee; leaders of provincial departments and agencies; and members of the 16th-tenure People’s Council.

The council voted to relieve Hoang Van Van, former Director of the provincial Department of Finance, of his position as a member of the provincial People’s Committee following his transfer to another post. It also elected Dinh Trung Dung, Director of the Department of Finance, and Ha Thi Ngoc Yen, Director of the Department of Science and Technology, as additional members of the provincial People’s Committee.

The council considered and adopted 24 important resolutions covering a range of issues, including adjustments to the investment policy for the Hoa Binh-Moc Chau expressway section running through Son La province; the list of land recovery projects; conversion of forest-use purposes; coefficients for adjusting land prices based on market fluctuations; and several matters related to public investment.

Other resolutions featured the second phase of the 2026-2030 medium-term public investment plan funded by the local budget; allocation of the 2026 public investment plan financed by provincial land-use fees; supplementation and allocation of state budget funds for the second year; extensions of capital allocation periods for a number of projects; and allocation of funding for housing support under national target programmes.

The council also approved policies aimed at attracting doctors and pharmacists, improving the quality of teaching and learning, supporting workers seeking employment overseas, and funding mass cultural and arts activities in villages, hamlets, sub-zones and residential groups across the province.

The session also considered a number of matters under the council’s authority, including greater decentralisation to strengthen the proactiveness and accountability of grassroots administrations in implementing assigned programmes and tasks.

Closing the event, Hung said the workload from now until the end of 2026 remains substantial and requires rapid implementation. He called on authorities and agencies at all levels to urgently put the newly adopted resolutions into practice in a timely, substantive and effective manner.

He also urged the province to focus on socio-economic development, accelerate public investment disbursement, remove obstacles facing production and business activities, promote sectors where Son La has advantages, and speed up key projects.

Hung called for the full issuance of mechanisms and policies in accordance with the law, as well as Son La’s specific policies, to support socio-economic development during the 2026-2030 period and contribute to the successful implementation of the Resolution of the provincial Party Congress for the 2025-2030 term./.
