Son La pushes ahead with Dong Phu Yen Pumped Storage Hydropower Project

Nguyen Dinh Viet, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People's Committee, on August 4 inspected the proposed site for a resettlement area to serve the Dong Phu Yen Pumped Storage Hydropower Project.

He was accompanied by Nguyen Thanh Cong, Vice Chairman of the provincial People's Committee, along with representatives of provincial departments and agencies and officials from Xuan Thien Group JSC.

The plant is designed to have a capacity of 1,200 megawatts, with a preliminary investment of more than 27.8 trillion VND (1.05 billion USD). The project is proposed for Muong Bang commune, with the upper reservoir planned near Lan hamlet, the lower reservoir in Thuong Lang hamlet and the lower dam to be built across Hoang stream.

It is set to generate electricity during peak demand periods, with a maximum generation time of about seven hours a day. The project was first studied for implementation during the 2010–2015 period. Following reviews, adjustments and updates to relevant planning schemes, the investor has renewed its proposal, saying the project would help balance electricity demand, improve the stability of the national power system and provide critical infrastructure to support the large-scale integration of solar and wind power.

Under a resettlement plan approved during the project's earlier study phase, 118 households are expected to be relocated to the Tuong Lang 3 and Thuong Lang resettlement sites, as well as other scattered resettlement locations.

During the inspection, Viet welcomed the investor's efforts to study and advance the project, describing it as consistent with the national power development plan and enewable energy strategy.

He said the project would help drive local economic growth while strengthening national energy security.

He instructed provincial departments and agencies to work closely with the investor to resolve issues related to planning, land-use conversion and environmental impact assessments, while facilitating the completion of procedures required for investment policy approval.

Local authorities were asked to prepare site clearance plans, step up public outreach and implement resettlement arrangements for affected residents. The People's Committee of Muong Bang commune was instructed to coordinate the selection of safe resettlement sites that support residents' livelihoods and ensure living conditions at the new locations are better than at their current residences./.
