The delegation, established under Resolution No. 161/NQ-HĐND dated May 19, 2026, of the Standing Board of the provincial People’s Council, held a working session with the provincial People’s Committee on September 19 to present its supervision findings.

The event was attended by Lo Minh Hung, Standing Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Council; Nguyen Dinh Viet, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee; Nguyen Viet Cuong, Vice Chairman of the provincial People’s Council and head of the supervision delegation.

Leaders of relevant departments and agencies as well as representatives of communes and wards such as To Hieu, Chieng An, Chieng Coi, Van Son, Moc Son, Moc Chau, Thao Nguyen, Yen Chau were also present.

The review covered 33 housing investment projects that received in-principle approval during the supervision period. Particular attention was given to 22 projects for which investors had been selected.

According to the delegation, provincial departments and agencies have generally fulfilled their responsibilities in managing housing investment and construction projects and have advised on the issuance of necessary regulatory documents to facilitate implementation.

The province has mobilised 36.57 trillion VND (1.4 billion USD) in non-state investment for the 33 projects. The projects are expected to contribute to infrastructure development, expand the housing supply and improve urban areas.

The supervision also found that procedures related to appraisal, licensing, acceptance, land allocation and the issuance of certificates had generally been carried out in accordance with regulations, helping shorten processing times.

As many as 1,182 of 2,035 certificates had been issued for the projects, including 1,069 issued to households and individuals who acquired properties through transfers.

Following the introduction of the two-tier local government model, provincial departments have also promptly advised on the issuance of documents to decentralise and delegate authority.

During the working session, representatives of relevant departments and agencies discussed the causes of outstanding problems and proposed measures to remove bottlenecks and promote the province’s housing development programme in the coming years.

Concluding the event, Chairman of the provincial People’s Council Lo Minh Hung said the supervision aimed to provide a comprehensive assessment of housing development in the province, identify difficulties and obstacles, and propose solutions to prevent projects from being delayed for extended periods.

He asked the supervision delegation to further examine project finalisation and settlement, post-investment management and operation, compliance with approved planning schemes, and the social impacts of the projects.

The delegation was urged to complete its report for submission to the Standing Board of the provincial People’s Council and the Standing Board of the provincial Party Committee for consideration and direction on implementation across the province./.
