Since July 1, 2025, together with the rest of the country, Son La province has officially operated under the two-tier local administration model. The restructuring of the organisational apparatus has been actively implemented and achieved significant results. The province reduced the number of specialised agencies under the provincial People’s Committee from 19 to 14; terminated the operations of 12 district-level administrative units, including districts, towns, and Son La city; and reorganised 200 commune-level administrative units into 75 communes and wards in a streamlined manner aimed at increasing scale and expanding development space.
Across the province, 83 provincial-level officials were reassigned to grassroots localities to hold key positions; 87 officials under the management of the Standing Board of the provincial Party Committee were received and reassigned. The province also completed the arrangement of non-local Party secretaries for 100% of communes and wards, while the rate of non-local chairpersons of commune- and ward-level People’s Committees reached 94.67%.

The review and adjustment of regulations concerning the functions, duties, and authority of agencies and units following the restructuring were carried out rigorously to prevent overlap and duplication. Facilities and financial resources were also arranged to ensure the system operated in a unified and smooth manner from the provincial to commune levels from the very first days of implementation.
In 2025, Son La achieved a SIPAS score of 83.4%, ranking 17th out of 34 provinces and cities nationwide. In the first quarter of 2026, the province scored 95.81 points, maintaining its 17th-place ranking.

Speaking at the event, Secretary Nghiem acknowledged and commended the efforts, determination, and achievements of Party committees, authorities, agencies, units, and officials in implementing the two-tier local administration model.
At the same time, he called on them to continue reviewing, consolidating, and streamlining the organisational apparatus, and enhancing governance and administrative capacity toward a modern administration that operates effectively, efficiently, and productively. He also stressed the need to further refine functions, tasks, working regulations, coordination mechanisms, and the clear delineation of responsibilities and authority among different levels and sectors, ensuring smooth, synchronised operations without overlap or omissions in responsibilities.
The Secretary urged a focus on effectively implementing the projects and resolutions of the provincial Party Committee on improving the quality of grassroots-level officials through 2030, as well as other key tasks aimed at creating new drivers for development, meeting the target of double-digit economic growth, and delivering tangible benefits to people and businesses.

On this occasion, the Standing Board of the Son La provincial Party Committee awarded certificates of merit to 26 Party organisations and 15 Party members, while the provincial People’s Committee presented certificates of merit to 10 collectives and 10 individuals for their outstanding achievements in implementing and operating the two-tier local administration model across the province.
