In October, the provincial Party Committee Office advised the permanent members and the Standing Board of the provincial Party Committee on issuing documents to direct the implementation of tasks related to the development of science and technology, innovation and digital transformation.
The team has also issued its working regulations, assigned tasks to its members and urged agencies and units to carry out their assigned tasks.
Digital infrastructure, platforms, applications and data have continued to receive attention. To date, all officials in Party agencies responsible for processing documents online have been equipped with digital signatures in accordance with regulations.
The province has registered 3,926 new specialised digital signatures for organisations and individuals across the political system, from the provincial to grassroots levels, including 2,877 standard digital signatures and 1,049 combined confidential signing and encryption signatures. All Party committees and organisations have synchronously and consistently deployed the Party’s operational management system transferred by the central level.
As of October 28, a total of 67,134 records of Party fee collection and payment had been processed through the electronic system, with the October payment completion rate reaching 91.97%. As of October 22, data standardisation had reached 98.14% for Party organisations, while the standardisation and digitisation rates for Party member records stood at 10.84% and 22.82%, respectively.
At the meeting, delegates focused on assessing progress in task performance and proposing solutions to address difficulties related to funding allocation, IT personnel, equipment and digital infrastructure at the grassroots level. They also called for stronger coordination among agencies, units and localities, as well as faster electronic Party fee collection and payment, standardisation of Party organisation and member records, and digitisation of Party member records.
Concluding the meeting, Hung urged the team members to continue strictly implementing directions on digital transformation, and accelerate the digitisation of archival documents, ensuring quality, timely completion and accessibility for use.
He also called for strict implementation of Regulation No. 03-QC/TW issued by the Party Central Committee’s Secretariat on October 19, 2026, on the organisation, management, use and protection of the Party’s computer network, and Decision No. 495-QD/TW issued by the Secretariat on October 20, 2026, promulgating the 2026–2030 administrative reform programme for Party agencies in line with practical conditions./.
