Attending the event were Vi Duc Tho, member of the provincial Party Committee’s Standing Board and Standing Vice Chairman of the provincial People’s Council; Nguyen Viet Cuong, Vice Chairman of the provincial People’s Council; and Dang Ngoc Hau, Vice Chairman of the provincial People’s Committee, among others.

At the meeting, standing members of the provincial People’s Council reviewed submissions to be presented at the 3rd thematic session of the 16th provincial People’s Council and considered proposals to add items to the session’s agenda. The council’s Board for Legal Affairs reported on the results of its appraisal of the draft resolution stipulating the list of tasks and activities, as well as spending norms for the drafting of legal normative documents; and spending levels for the inspection, review and systematisation of legal documents in the province.

Participants also reviewed proposals submitted by the provincial People’s Committee. Units of the provincial People’s Council reported on the registration of draft resolutions on policies to support tourism development in Son La province for the 2027–2031 period; and a draft resolution stipulating the contents and spending levels for science, technology and innovation awards, as well as for innovation-related activities.

They also considered a proposal to add eligible beneficiaries to the draft resolution replacing Resolution No. 124/2019/NQ-HDND, along with a policy on training support for healthcare workers for the 2026–2031 period.

In the field of ethnic affairs, delegates reviewed research findings and proposals on the development of a resolution stipulating housing support levels for beneficiaries of National Target Programme No. 417 in the province. They also considered a proposal to authorise commune-level People’s Councils to decide on the allocation and adjustment of medium-term and annual public investment plans funded by the central budget to implement national target programmes in the province for the 2026–2030 period.

The meeting also looked into matters under the jurisdiction of the Standing Board of the provincial People’s Council, including a proposal for thematic oversight of the implementation and outcomes of implementing legal regulations on the decentralisation and delegation of authority in the home affairs sector following the adoption of the two-tier local administration model. It also considered the consolidation of membership of the Economy and Budget Board and the Board for Ethnic Affairs of the 16th provincial People’s Council for the 2026–2031 tenure.

At the event, the Standing Board of the provincial People’s Council also gave its opinions on the draft plan for a working delegation to study and exchange experience in the allocation and oversight of public investment funds; improving the quality of question and answer sessions; digital transformation in the operations of the People’s Council; and the building of local government and the organisational structure of the two-tier local administration system. 

Concluding the event, the Chairman of the provincial People’s Council requested the council’s boards, the provincial People’s Committee and agencies responsible for drafting the documents to incorporate the opinions raised at the meeting and urgently finalise the relevant contents within their respective jurisdictions, ensuring quality, proper format and compliance with legal regulations, in preparation for submission to the 3rd thematic session, scheduled for late August./.
