The delegation also included Quang Van Huong, Vice Chairman of the National Assembly’s Council of Ethnic Affairs and a National Assembly deputy representing the province; members of the survey team, and leaders of various provincial departments and sectors.

Muong La commune was established through the merging of It Ong town and the communes of Nam Pam, Chieng San, Chieng Muon, Muong Trai, and Pi Toong. Following the merger, the administrative apparatus has generally operated smoothly and stably. Agencies and units have been consolidated to ensure clear functions and duties, enhancing the efficiency and effectiveness of state management.

The commune Public Administrative Service Centre handles 400 administrative procedures across 73 fields, fully synchronised with the provincial administrative procedure settlement system, the National Public Service Portal, and VNeID. All administrative records and results are digitised as required. The commune maintains the model "Distance-Free Saturday – Resolving Administrative Procedures for Citizens," providing mobile services across 21 hamlets, receiving 803 applications, and assisting 686 citizens with administrative procedures and online public services, with priority given to the elderly, vulnerable, and mobility-impaired residents.

Citizen reception, along with handling complaints, denunciations, and petitions, has been conducted in accordance with regulations. Since implementing the two-tier local government model, the Chairperson of the commune People's Committee has held 45 receptions for 50 citizens regarding 45 cases, with no large groups. The commune received 48 petitions, including one complaint, two denunciations, and 45 petitions or reflections, 43 of which fell under its jurisdiction. To date, 38 have been resolved, and five are currently being processed.

Muong La commune proposed the Government and the Ministry of Home Affairs to refine the commune-level administrative structure, including considering the separation of the Cultural-Social Affairs Division into a Cultural-Social Affairs Division and an Internal Affairs Division. The commune also urged the provincial People's Council to adjust regular budget allocation norms for 2027 to align with the two-tier local government model, and to consider increasing financial support for organising the Great National Unity Festival in hamlets and sub-zones, particularly those with over 200 households post-merger.

Speaking at the event, Hoan highly commended Muong La commune's achievements under the two-tier local government model. He asked the commune to continue reviewing its organisational structure and job positions to arrange personnel effectively, especially in specialised areas, while strengthening training for officials and civil servants. 

It was also requested to optimise public asset management, and drive administrative reform and digital transformation with a citizen-centric approach. 

He emphasised improving procedure handling quality, expanding public service access, fixing degraded equipment, upgrading weak signal areas, and promoting digitisation and data utilisation. The survey delegation will compile the commune's recommendations to report to competent authorities for consideration and resolution./.
