Vice Chairman of provincial People’s Committee inspects administrative reform in Muong E commune

Vice Chairman of the provincial People’s Committee Dang Ngoc Hau on April 23 inspected the administrative procedure reform work in Muong E commune and addressed difficulties and recommendations related to the Pha Din Pass spiritual and cultural tourism site.

In the first quarter of 2026, Muong E effectively carried out the review, update, and public disclosure of administrative procedures in accordance with regulations; and handled administrative procedures at the one-stop-shop and inter-agency one-stop-shop mechanisms. The commune Public Administrative Service Centre applied 434 administrative procedures, including 185 fully online ones. In the period, 334 applications were received and processed, of which 100% were submitted online; 319 were handled on time, and the remaining are currently being processed.

The Pha Din Pass spiritual and cultural tourism site has been planned with eight main functional zones covering a total area of 190 hectares. Of this, the spiritual and cultural tourism component spans 7.9 hectares, including the Martyrs’ Memorial complex with an area of 4.01 hectares, and Pha Din Pagoda with 4.49 hectares.

At the working session, the communal People’s Committee reported difficulties in implementing the zoning plan for the construction of the site. Upon review, there is currently one household whose land origin has not yet been determined, making it impossible to establish a basis for calculating specific land compensation. Part of the project is funded through social capital, however, mobilising financial support from agencies and organisations for implementation remains challenging.

At the working session, Hau acknowledged the efforts of Muong E commune in implementing administrative reform. He requested the locality to continue popularising the regulations on administrative procedure reform; and accelerate the digitisation of administrative procedure dossiers, enabling citizens to reuse documents that are being processed multiple times.

He urged the provincial Public Administrative Service Centre and relevant departments and sectors to strengthen guidance for and coordination with localities in handling administrative procedures fully on the online platform.

Regarding the difficulties facing the Pha Din Pass spiritual and cultural tourism site project, the Vice Chairman requested relevant departments, sectors, and local authorities to review the planning and grant land use right certificates, thereby facilitating state management and attracting social investment resources for the project. He also emphasised the need to disseminate information and persuade local residents to understand the issue and create favourable conditions for site clearance.
