On the night of July 16 and in the early morning of July 17, Ngoc Chien commune experienced heavy to very heavy rainfall. The disaster completely destroyed three houses, forced the emergency evacuation of eight households, and caused landslides that affected six houses, with soil and rocks flowing into residential areas. The floods buried or swept away 40 fish cages, about 20 tonnes of fish, and 17 hectares of maize and cassava crops. Landslides also occurred at 21 locations along Provincial Road 109. As of the afternoon of July 18, the road from Ke hamlet to the centre of Ngoc Chien commune remained blocked, preventing all vehicles from passing.

In Muong La commune, heavy rainfall damaged the homes of 64 households, including 17 households that had to be evacuated urgently. Flash floods inundated, buried, or washed away more than 178 hectares of crops in Lua, It, Nam Pam, Muong Trai, Ten, Na Nong, Hua Nam Cha Lao and Na Loc hamlets, as well as Me Liu and Chieng Te sub-areas. Landslides on National Highway 279D, Provincial Road 109, and inter-commune and inter-hamlet roads severely disrupted local transportation. Total estimated losses exceeded 27 billion VND (1.03 million USD).

In Muong Bu commune, landslides forced the emergency relocation of 35 households and damaged 43.3 hectares of crops. Many village roads also suffered subsidence. To date, traffic has been restored on National Highway 279D and Provincial Road 116. Machinery and manpower continue to be mobilised to clear debris and repair landslide-affected sections of inter-commune and inter-village roads, with basic access now largely restored.

Immediately after the disaster, the communes of Muong La, Muong Bu, and Ngoc Chien mobilised local militia forces, officers and firefighters, provincial and communal police, grassroots security forces, youth volunteers, and local residents to evacuate people and property to safe locations.

Following on-site inspections of the affected areas, Vice Chairman Cong highly appreciated the proactive response and strong sense of responsibility demonstrated by the local authorities. He requested communal Party committees and administrations to maintain a high level of emergency preparedness, closely monitor weather developments, and review evacuation plans for residents living in high-risk areas. He also instructed them to mobilise all available resources to promptly restore damaged roads, ensuring temporary access and facilitating locals’ travel./.
