At the meeting, representatives of the Department of Finance reported on the comprehensive review of legal normative documents and administrative procedure reform. Accordingly, following directions from the provincial People’s Committee, the department issued plans and decisions on the establishment of a task force to conduct a comprehensive review of its system of legal normative documents, while assigning specific responsibilities to task force members. The plans clearly defined work content, deadlines, implementation schedules, and the responsibilities of the department’s leadership and relevant professional divisions, ensuring consistency and compliance with the set timelines and requirements.
The drafting of legal normative documents related to sectors and fields under the state management authority of the department has been implemented effectively. The direction and administration of administrative reform and administrative procedure control have also been carried out in a decisive, synchronised and effective manner.
According to the Public Service Index for citizens and businesses, by the end of the first quarter of 2026, the department received a score of 92.09 points. It will continue to accelerate dossier digitalisation, provide electronic results, and enhance the exploitation and reuse of data, while expanding online payment services, aiming for 100% of eligible administrative procedures to be conducted online.
The Vice Chairman of the provincial People’s Committee requested that the Department of Finance continue improving its advisory role in drafting legal normative documents and streamline administrative procedures in line with legal regulations. The department was also urged to strengthen self-inspection and oversight of the drafting of legal normative documents, accelerate the application of information technology and digital transformation in the review of legal documents, and enhance the use of legal databases in managing electronic documents and digitalised documents and electronic records.
In addition, the department was asked to regularly organise training courses to improve professional expertise and skills related to the review of legal normative documents. At the same time, it should continue promoting administrative reform, intensify dossier digitalisation, and strictly implement solutions based on the set of indicators for serving citizens and businesses.
