Work starts on floats and plastic products factory, Son La hydropower reservoir floating solar power plant

Bac Phuong Son La Floating Buoy Manufacturing JSC, in coordination with Bac Phuong Son La Energy JSC, held a groundbreaking ceremony for the construction of a floats and plastic products factory and the 800 MW Son La hydropower reservoir floating solar power plant in Chieng Lao commune on May 18.

An overview of the groundbreaking ceremony.

Attending the ceremony were Hoang Van Nghiem, member of the Party Central Committee, Secretary of the provincial Party Committee, and head of the provincial delegation of National Assembly deputies; Lo Minh Hung, Standing Deputy Secretary of the provincial Party Committee, Chairman of the provincial People’s Council; Nguyen Dinh Viet, Deputy Secretary of the provincial Party Committee, Chairman of the provincial People’s Committee; Nguyen Thanh Cong, Vice Chairman of the provincial People’s Committee; leaders of provincial departments, agencies and sectors; representatives of local authorities in the project areas; consultants, partners, contractors; and a large number of local residents.

The floats and plastic products factory project obtained investment policy and investor approvals by the Son La provincial People’s Committee under Decision No. 1189/QD-UBND dated May 1, 2026. The facility covers over 3,800 sq.m in Phieng Loi hamlet, Chieng Lao commune with a total investment of more than 317 billion VND (12 million USD) and a designed capacity of 758,000 products per year. The plant will manufacture floating buoy systems and plastic products serving floating solar power projects in Son La and other provinces nationwide.

In addition, the Son La hydropower reservoir floating solar power plant project had its investment policy approved by the provincial People’s Committee under Decision No. 989/QD-UBND dated April 17, 2026. The project has a total investment of approximately 17 trillion VND, with a designed capacity of 800 MW. It will be implemented on more than 1,139 hectares of water surface and 60.5 hectares of land in Muong La and Chieng Lao communes.

According to its design, the project will use photovoltaic solar panel technology combined with an energy storage system, construct a 500 kV substation, and about 10 km of transmission lines to connect to the national power grid. Once completed, it is expected to supply approximately 1,250 GWh of clean electricity annually to the national power system.

Speaking at the ceremony, the Chairman of the provincial People’s Committee emphasised that the commencement of the two projects is a concrete step in implementing the goals of the 16th provincial Party Congress’s Resolution, contributing to realising the goal of building Son La into a renewable energy centre of the northwestern region, promoting green growth and circular economy, and improving people’s living standards.

He requested that the investors and contractors mobilise resources, organise scientific construction, ensure project progress and quality, strictly comply with labour safety and environmental protection regulations, and closely coordinate with local authorities in workforce recruitment and social welfare activities.

Emulation commitments are signed between the provincial People’s Committee and the investors.

Immediately after the ceremony, the provincial leaders and investors performed the groundbreaking ritual for the two projects.

Representatives of the investors donate 200 million VND to Chieng Lao commune to support bamboo shoot cultivation, and 200 million VND to Muong La commune to install solar-powered street lighting.
