The simulated scenario involved troublemakers exploiting a prolonged land compensation dispute to incite local residents to gather and cause public security and order disturbances at the gate of the Son La Hydropower Plant. Despite communication and persuasion efforts by local authorities and law enforcement forces, extremist individuals continued to engage in destructive acts, throwing bricks and stones, petrol bombs and dirty substances at on-duty personnel, causing fires and explosions and threatening the safety of the key national security facility.
The provincial police established an operations command and mobilised the Mobile Police Force and other specialised units to implement the response plan. The forces quickly cordoned off and secured the scene, set up checkpoints to divert traffic from a distance, deployed formations to counter projectile attacks, extinguished fires and used loudspeakers to persuade people to disperse.
The Mobile Police Force, in coordination with undercover officers and police dogs, deployed formations to separate, surround, subdue and arrest all ringleaders and extremist individuals, while assisting in taking local residents home.
After securing control of the scene, medical personnel provided first aid to the injured, while forensic experts examined the scene and collected evidence for the investigation.
The drill was conducted as planned and closely reflected real-life conditions, ensuring the absolute safety of personnel, vehicles and equipment, and achieving the set objectives.
Speaking at the drill, Colonel Le Duc Trung, Deputy Director of the provincial Department of Public Security, praised the participating forces for their sense of responsibility and close, well-coordinated efforts, which ensured absolute safety and fulfilled the set objectives.
He asked the Mobile Police unit to continue advising on drills, step up professional training, improve proficiency in the use of weapons and supporting tools, and stand ready to effectively respond to all situations. He also urged Son La Hydropower Company to proactively coordinate closely with the police forces and regularly practice protection plans, with a determination to ensure absolute safety and security of the key national security facility.
