After the two-level local administration model officially operated on July 1, the provincial People's Committee has directed departments and agenciess to reduce and simplify administrative procedures related to production and business, with the goal of eliminating at least 30% of unnecessary investment and business conditions, and reducing 30% of processing time and compliance costs.

In July, the rate of on-time settlement of administrative procedures hit 91.9%; the satisfaction rate reached 91.2%; and 345 administrative procedures were provided fullly online. The rate of issuing electronic results reached 73.8%, while the number of digitised applications and results hit 63.6%.
