Since the beginning of July, the province has been hit by successive spells of moderate to very heavy rain, triggering landslides and localised flooding in several communes and wards. Forecasts indicate that moderate to heavy rainfall, with isolated downpours, will persist through July 19, heightening the risk of flash floods, landslides and localised flooding.

The provincial People's Committee Chairman instructed departments, agencies and commune- and ward-level authorities to urgently implement disaster response measures and strictly adhere to the "four on-the-spot" principle. Authorities were told to closely monitor weather developments, maintain round-the-clock duty teams, and ensure sufficient personnel, equipment, supplies and essential goods are ready for any emergency.

Local authorities were also ordered to inspect residential areas and locations vulnerable to flash floods, landslides and severe inundation, and proactively evacuate residents to safer locations where necessary. They were instructed to step up traffic control and guidance at flooded roads, low-water crossings, bridges and landslide-prone areas, and strictly prohibit people and vehicles from passing through unsafe locations.

At the same time, authorities were directed to mobilise resources to deal with the aftermath of natural disasters and restore transport links, electricity, water supply, telecommunications and other essential services as quickly as possible.
