The event was co-chaired by Trang Thi Xuan, member of the provincial Party Committee’s Standing Board and Standing Vice Chairwoman of the provincial People's Committee; and Dr. Bui Phuong Dinh, Director of the Institute of Sociology and Development under the Ho Chi Minh National Academy of Politics.

Recently, Son La province has issued a system of documents as a basis for agencies at all levels and sectors to implement solutions to improve the  Provincial Governance and Public Administration Performance Index (PAPI). The provincial People's Committee has directed agencies at all levels, sectors and localities to focus on removing difficulties and obstacles for people and businesses; disclose information, administrative processes and procedures; well perform mass mobilization work; respect the people and create conditions for them to participate in building the government.

However, the sub-indexes of the PAPI have seen an uneven improvement in scores over the years, and the results have not been stable or sustainable.

At the workshop, representatives of the province's departments, agencies and sectors shared difficulties and causes affecting the province's PAPI assessment results, such as unsuitable survey samples, limited educational levels and poor technology infrastructure, among others.

Leaders and lecturers from the Institute of Sociology and Development under the Ho Chi Minh National Academy of Politics analyzed the PAPI results of Son La province in recent times and shared the implementation experience of a number of provinces and cities nationwide. They also gave some solutions to improve the index in Son La province such as strengthening the dissemination and education of laws among the community; improving people's participation opportunities in political life; innovating citizen reception and improving accountability to the people; improving the friendliness of the provincial Public Service Portal; and developing action plans, initiatives and models in administrative reform.

The leaders of Son La province thanked the Ho Chi Minh National Academy of Politics for specific solutions to improve the efficiency of governance and public administration in Son La province in 2023 and following years. On that basis, the provincial authorities will continue to direct agencies at all levels and sectors to seriously improve and enhance the PAPI, focusing on bettering the quality of law building and enforcement; raising the responsibility of leaders in all-level agencies and sectors in receiving citizens and resolving complaints and denunciations filed by residents.
