The Son La delegation to the 16th National Assembly comprises nine deputies, including two members of the Party Central Committee, three full-time deputies working at NA agencies and the provincial delegation to the NA, and four part-time deputies working in the locality.
Over the first nine months of 2026, the delegation implemented its work programme in a coordinated manner, focusing on lawmaking, supervision, participation in NA sessions, meetings with voters and citizen reception.
In lawmaking, it contributed comments and issued written opinions on 52 draft resolutions of the NA Standing Committee, as well as policy proposals and draft laws submitted for consultation by ministries and central agencies. At the first session and the first extraordinary session of the 16th National Assembly, Son La deputies delivered more than 30 speeches at group discussions and plenary sessions, contributing their views on draft laws and resolutions and other important national issues.
The delegation also placed emphasis on supervision and field surveys. It completed two thematic surveys on the implementation of land policies for ethnic minority communities under the 2024 Land Law, and on the operations of commune-level administrations following the reorganisation and implementation of the two-tier local government model.
In addition, the delegation coordinated in organising voter meetings, held eight regular citizen-reception sessions and received and processed petitions in accordance with regulations. It also developed working regulations for the 16th tenure, assigned tasks to its members, and coordinated with the Standing Boards of the provincial People’s Council, People’s Committee and Vietnam Fatherland Front Committee in developing working regulations.
At the meeting, the delegation focused on preparations for the second session of the 16th National Assembly. Deputies were assigned to study and prepare comments on draft laws and resolutions and issues in various fields, while the delegation also compiled the province’s concerns and recommendations for submission to the legislative body.
Concluding the meeting, Nghiem asked NA deputies to continue effectively carrying out voter-contact activities, proactively grasp voters’ thoughts, aspirations and legitimate recommendations, and promptly convey them to competent agencies for consideration and resolution.
He also urged the deputies to actively prepare for and study documents for the second session, particularly the draft laws on its agenda. Based on the assignments made by the delegation, each deputy should demonstrate a strong sense of responsibility, conduct in-depth research into assigned issues, exchange and share information, and consult experts to improve the quality of their contributions at group discussions and plenary sessions.
The Office of the provincial delegation to the NA and People’s Council was asked to proactively advise and support deputies in studying draft laws and carrying out the delegation’s activities, while ensuring funding, facilities and other necessary conditions for the delegation’s participation in the session, thereby contributing to improving the quality of its work./.
