At the session, delegates commented on submissions and official documents from the provincial People’s Committee, including proposals to register the drafting of People’s Council resolutions on the contents and levels of allowances for personnel handling citizen reception and complaints, denunciations, petitions and feedback at citizen reception offices or locations across the province; areas where livestock farming is prohibited; and a resolution to replace Resolution No. 51/2023/NQ-HDND dated January 10, 2023, which stipulates contents and spending levels for the project on “Building a Learning Society for 2021-2030” and support for people participating in literacy classes in the province.
The Standing Board also considered a proposal to hold the fourth thematic session, which is expected to review and adopt draft resolutions, including those on the establishment, contents, spending levels, and operational conditions for grassroots public security and order protection teams; amendments to spending regulations for the preparation, organisation and participation in examinations, contests and competitions in education and training; and approval of the policy on converting forest use purposes for the implementation of a project to arrange and resettle residents in the flood- and disaster-prone area of Tao Van Moi hamlet, Chieng Hoa commune.
The session also approved a list of works and projects subject to State land recovery, adjust the areas and information of land recovery projects, and remove from the list projects subject to State land recovery that have already been approved.
Speaking at the event, Hung agreed with the contents proposed by the provincial People’s Committee for the drafting of the resolutions. He urged the provincial People’s Committee to direct the drafting agencies to urgently finalise the submissions, draft resolutions and relevant documents, and send them to the provincial People’s Council’s boards for appraisal in accordance with the timelines set under the coordination regulations.
He also requested a thorough review of all assigned tasks and practical conditions to proactively draft resolutions falling under the jurisdiction of the provincial People’s Council. The drafting agencies were asked to incorporate opinions raised at the session and coordinate with the Council’s boards to finalise the drafts in terms of both content and format in line with regulations, and prepare the dossiers to be submitted to the session as required./.
