Appraisal council for Moc Chau - Son La - Dien Bien Expressway pre-feasibility report set up

Standing Deputy Prime Minister Pham Gia Tuc has signed Decision No. 1948/QD-TTg dated October 7, 2026, on the establishment of a State Appraisal Council for the pre-feasibility study report of an investment project to build the section running through Son La province of the Moc Chau - Son La - Dien Bien Expressway (CT.03).

Under the decision, the Minister of Construction will serve as Chairperson of the council, while its two Vice Chairpersons are a Deputy Minister of Finance and a Deputy Minister of Construction. Council members include leaders of the Ministries of National Defence, Public Security, Agriculture and Environment, Science and Technology, Industry and Trade, and Justice; and leaders of the Son La provincial People’s Committee. The Ministry of Construction will serve as the standing body of the council.

The decision stipulates that the responsibilities and powers of the council, its Chairperson, Vice Chairpersons, members, and standing body shall be exercised in accordance with Articles 4, 5, 6, 7 and 8 of the Government’s Decree No. 19/2026/ND-CP dated January 14, 2026.

The council is tasked with reviewing relevant legal provisions and carefully assessing the proposal on identifying the agency in charge of the project, ensuring its feasibility and effectiveness. It must also thoroughly assess the implementation of directions from Government leaders in Document No. 3638/VPCP-CN issued on April 24, 2026 by the Government Office.

The council is required to ensure a sound political and legal basis and comprehensively assess the project’s socio-economic effectiveness in line with Conclusion No. 18-KL/TW, dated April 2, 2026, of the 14th Party Central Committee’s second plenum. It must also carefully review the necessity of the investment, investment scale, total investment, and funding balance capacity, while ensuring that no violations or negative practices occur.

In addition, the council is responsible for appraising the project’s pre-feasibility study report in accordance with regulations and finalising the appraisal report, which must clearly state whether the project dossier meets the conditions for the Government to submit it to the National Assembly for approval of the investment policy.

The council’s appraisal costs shall comply with Article 11 of Decree No. 19/2026/ND-CP. The council may use the seal and, if necessary, the account of the Ministry of Construction for its operations. It shall automatically dissolve after the legislative boby approves the investment policy./.
