The preparations follow Notice No. 383/TB-BKHCN dated August 28, 2026, conveying the conclusions of Deputy Minister of Science and Technology Pham Duc Long at a working session between the ministry and the provincial People’s Committee, as well as Notice No. 438/TB-VPUB issued on September 7, 2026 by the provincial People’s Committee Office on the conclusions of Vice Chairman Hau.
The Department of Science and Technology subsequently issued Official Dispatch No. 2201/SKHCN-CĐS, seeking proposals for the content of a cooperation agreement between the Son La provincial People’s Committee and the Ministry of Science and Technology for 2026-2030.
By September 10, the department had received written proposals from five agencies and localities. Based on these submissions, it compiled proposed contents and tasks for inclusion in the cooperation agreement.
From September 19 to 30, the Department of Science and Technology worked with the ministry’s office and relevant agencies to finalise the draft cooperation agreement. The two sides have now basically agreed on the key areas of cooperation, focusing on science, technology and innovation; digital transformation, data and digital government; digital infrastructure and telecommunications; the application of digital technologies in cultural and tourism development and the development of a digital society; and radiation and nuclear safety.
The department is finalising the organisation plan for submission to the provincial People’s Committee for approval. The signing ceremony is scheduled for October 23 in Moc Chau ward.
Concluding the meeting, Vice Chairman Hau asked provincial departments and agencies to continue providing input and finalising the agreement’s content, organisation plan and list of participants.
He asked the Department of Science and Technology to proactively coordinate with the Ministry of Science and Technology to ensure thorough preparations for the event, while relevant agencies were tasked with ensuring logistics, reception and public security.
Following the signing, the agencies involved are expected to promptly implement the agreed contents and tasks, with clear objectives and measurable results quantified through specific data./.
