Son La seeks to accelerate energy investment projects
Son La province is seeking to speed up the implementation of energy projects to attract investment, with authorities focusing on resolving legal and land clearance bottlenecks.
Nguyen Dinh Viet, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee, chaired a meeting on October 9 to review the progress of energy investment projects. The event was attended by Nguyen Thanh Cong, Vice Chairman of the provincial People’s Committee, representatives of relevant departments and investors developing energy projects in the province. It was also connected online with communes hosting the projects.

The province has approved investment policies for 17 of the 57 small hydropower projects included in its development plan. Of these, nine projects, with a combined capacity of 136.5 megawatts (MW), are under construction, while eight are completing legal procedures before construction can begin. Three other projects are scheduled to break ground in the first quarter of 2027.
As of October 9, 2026, hydropower projects had disbursed nearly 4.838 trillion VND (185 million USD). Four plants - Hang Dong B, Nam Hoa 1, Suoi Leo and Chieng Hac 2 - are expected to be completed in 2026.

Son La has also given in-principle approvals to 16 of the 35 solar power projects and one of the 11 wind power projects included in its development plan. Four solar projects are expected to begin construction in the fourth quarter of 2026, while the Risen Phu Yen wind power project is scheduled to break ground in the second quarter of 2027. Meanwhile, the Dong Phu Yen pumped-storage hydropower project is undergoing surveys and project preparation, with this stage expected to be completed in the first quarter of 2027.
At the meeting, participants discussed obstacles and proposed measures to address difficulties involving legal procedures during the investment preparation stage, land clearance, recruitment of construction workers and connections to the power grid.

Addressing the meeting, Chairman Viet said the province supported energy investors and would create favourable conditions to help accelerate project implementation.
He called on agencies at all levels to resolve legal and land clearance issues and instructed the Department of Agriculture and Environment to establish a task force to assist businesses and communes with compensation and site clearance. Specific deadlines are to be set for each locality.
Investors were also urged to coordinate proactively with local authorities and promptly report obstacles to relevant departments so that problems could be addressed early, allowing projects to begin construction and enter operation on schedule./.
More than 300 police officers and personnel from divisions under the provincial Department of Public Security and police units in To Hieu, Chieng Coi, Chieng Sinh and Chieng An wards have been mobilised to maintain security and public order during the second Son La Coffee Festival 2026, which runs from October 9 to 13. The operation also involves 40 members of grassroots security forces from To Hieu and Chieng Coi wards.
